There have been many important changes in the participation of women and men in American society over the past quarter-century. Tests play a role in those changes by providing evidence of the diverse achievement and proficiency of women and men. They aid the learning process and reflect inequalities in opportunity to learn and participate. In addition, they provide useful information in considering what alternatives in education and work make most sense for individuals and influence views about groups of students, educational programs, and a wide range of issues. For all of these reasons, it is important that tests assess fairly and reflect accurately the ways young people are and are not achieving as well as desired. The test performance of women and men is a research topic of historical interest and has received much attention in recent years. Because of this increased interest, there is a great deal of new research and data available. The purpose of the study presented in this volume was to review this new information with two objectives in mind: *to clarify patterns of gender difference and similarity in test performance and related achievements, and *to see what implications those findings might have for fair assessment and, as a corollary, examine the assessment process as a possible source of gender differences. This study is interested in tests used in education to assess developed knowledge and skill. In order to gain a broader view of gender similarity and difference, the contributors looked at other types of measures and other characteristics of young women and men. Their hope is to contribute to a firmer basis for insuring fairness in tests--an objective which is particularly important as the field moves increasingly to new forms of assessment in which there is less experience.

Despite decades of effort to create fair classrooms and schools, gender bias is alive and well, and in some ways growing. School practices continue to send boys and girls down different life paths, too often treating them not as different genders but as different species. Teachers and parents often miss the subtle signs of sexism in classrooms. Through firsthand observations and up-to-the-minute research, Still Failing at Fairness brings the gender issue into focus. The authors provide an in-depth account of how girls' and boys' educations are compromised from elementary school through college, and offer practical advice for teachers and parents who want to make a positive difference. The authors examine today's pressing issues -- the lack of enforcement for Title IX, the impact of the backlash against gender equity, the much-hyped "boys' crisis," hardwired brain differences, and the recent growth of singlesex public schools. This book documents how teaching, current testing practices, and subtle cultural attitudes continue to short-circuit both girls and boys of every race, social class, and ethnicity. Hard-hitting and remarkably informative, Still Failing at Fairness is "a fascinating look into America's classrooms" (National Association of School Psychologists).

This book provides a comprehensive analysis of gender differences and similarities in test performance. Based on a review of current research as well as extensive new data, the authors describe results for different types of knowledge and skills in nationally representative samples, as well as major high-stakes tests. They also present data on grades, accomplishments, and patterns of experience and interest that play a critical role in the development of young women and men. The book examines the implications of these patterns and other research evidence on a number of questions and identifies seven important issues in fair assessment.

"Using data from all elections to the Australian House of Representatives between 1903 and 2004, we examine the relationship between candidates' gender and their share of the vote. We find that the vote share of female candidates is 0.6 percentage points smaller than that of male candidates (for major parties, the gap widens to 11/2 percentage points), but find little evidence that the party preselection system is responsible for the voting bias against women. Over time, the gap between male and female candidates has shrunk considerably as a result of changes in social norms (as proxied by the gender pay gap and attitudinal data) and the share of female candidates running nationwide. We find little evidence that party-based affirmative action policies have reduced the gender penalty against female candidates"--Abstract.

Donald R. McCreary and Joan C. Chrisler The Development of Gender Studies in Psychology Studies of sex differences are as old as the ?eld of psychology, and they have been conducted in every sub?eld of the discipline. There are probably many reasons for the popularity of these studies, but three reasons seem to be most prominent. First, social psychological studies of person perception show that sex is especially salient in social groups. It is the ?rst thing people notice about others, and it is one of the things we remember best (Fiske, Haslam, & Fiske, 1991; Stangor, Lynch, Duan, & Glass, 1992). For example, people may not remember who uttered a witty remark, but they are likely to remember whether the quip came from a woman or a man. Second, many people hold ?rm beliefs that aspects of physiology suit men and women for particular social roles. Men’s greater upper body strength makes them better candidates for manual labor, and their greater height gives the impression that they would make good leaders (i. e. , people we look up to). Women’s reproductive capacity and the caretaking tasks (e. g. , breastfeeding, baby minding) that accompany it make them seem suitable for other roles that require gentleness and nurturance. Third, the logic that underlies hypothesis testing in the sciences is focused on difference. Researchers design their studies with the hope that they can reject the null hypothesis that experimental groups do not differ.

Court cases are presented that illustrate some of the issues that courts have dealt with in the area of educational testing. While this study was developed primarily for parents, the booklet should also help school administrators and testing professionals learn about court cases and precedents relevant to some major issues in educational testing. This document is not a comprehensive listing of court cases and precedents on the issue of educational testing, and it does not fully discuss the implications of these cases and precedents. The study simply provides an overview of the following critical issues, each represented by a particular case: racial and cultural bias (Larry P. v. Riles); linguistic bias in tests (Diana v. California State Board of Education); test results that dominate special education placement dicisions (Larry P. v. Riles); failure to test sufficiently or at the appropriate time (Hoffman v. Board of Education of New York City); unequal opportunities to learn tested material (Debra P. v. Turlington); assignment to ability tracks without educational justification (Dillon County School District); racial discrimination in the interpretation of college admission test results (Regents of the State of California v. Bakke); gender discrimination in the interpretation of test results (Bray v. Lee); use of the wrong type of test (Sharif v. New York State Education Department); use of test results to deny education (Pennsylvania Association for Retarded Children v. Commonwealth of Pennsylvania); and access to student academic records (Family Education Rights and Privacy Act of 1974). A list of court cases cited in the study is appended. (TJH)
