This report assesses how Bangladesh is cutting gaps in gender equality and social inclusion (GESI) in financial services and shows how support for women entrepreneurs alongside better technology access can boost sustainable development. It explains the rapid growth of Bangladesh’s financial sector, analyzes policies, and explores how the rise of mobile financial services is improving inclusion for women and vulnerable groups. Outlining steps including better access to cheap mobile phones and internet, it shows how increasing credit to women-owned small businesses and targeting insurance products can help mainstream GESI and incorporate it into the design and implementation of ADB-funded projects.

Over the last two decades, Bangladesh has made progress in women's participation in the labor force, gender parity in primary education, and women's political representation. Areas of concern include the high prevalence of violence against women, obstacles to women's access to resources and assets, unequal terms of their labor engagement, and impact of their overwhelming responsibility for care work. The Government of Bangladesh has made policy commitments toward gender equality and established an institutional framework to fulfill these. This publication intends to support the government in its attempt to address persisting gender inequalities and gaps through a multisector approach across policies, programs, and projects. It provides insights into gender issues in urban; transport; energy; and skills, vocational, and tertiary education, and gives suggestions for strengthening gender mainstreaming in projects.

Women have experienced significant changes in various spheres of their lives during the last decades as Bangladesh made economic progress. Yet women’s economic engagement and empowerment are subdued, as they cannot make sufficient choices for themselves. This book provides a comprehensive analysis of the economic developments in gender equality in Bangladesh. Through examining women’s participation in the labour force, ownership and control of household assets, use and control of financial assets, and opportunities for entrepreneurship, the authors have made concrete recommendations to overcome challenges that lie ahead for women’s economic empowerment. This book is an important contribution to the knowledge on interventions required by the policy makers and broader stakeholders towards narrowing gender gaps. --Fahmida Khatun, PhD, Executive Director, Centre for Policy Dialogue (CPD), Bangladesh The women’s story is central to Bangladesh’s economic and social transformation. There is an urgent need to deepen researched understanding of the multidimensional pathways of women’s economic empowerment and extent of real progress made. Voices to Choices is an important contribution to this story. Surely, the journey of women’s economic empowerment remains a long and challenging one. Realizing the full benefits of new opportunities is often hampered by both new and entrenched insecurities. The task is as much one of empowering women’s agency as of dismantling barriers. The responsibility is as much women’s as society’s. --Hossain Zillur Rahman, PhD, Executive Chairman, Power and Participation Research Centre (PPRC) This book provides critical insights and is timely, as it outlines how girls and women in Bangladesh have gained more opportunities in labor force participation, control over household and financial assets, as well as greater prospects for entrepreneurship. The findings will greatly contribute to future policy and planning for government and key stakeholders working to advance women’s economic empowerment in the country. --Sabina Faiz Rashid, PhD, Dean and Professor, BRAC James P. Women owners of small and medium-sized enterprises (SMEs) have a great potential to contribute to economic growth and poverty reduction through employment creation and income generation. In Bangladesh, women-owned SMEs have different characteristics when compared with men-owned SMEs and tend to face specific challenges and obstacles. To capitalize on this potential, these challenges and constraints have to be addressed in initiatives that aim to support SME growth. The Small and Medium-Sized Enterprise Development Project supported the development and expansion of SMEs in Bangladesh from 2009 to 2013. In specific pilot districts, the number of women-owned SMEs increased by over 10%. The training of women SME owners in business development, accounting, loan application rules and processes, and in the regulations governing businesses facilitated their improved access to institutional finance. The formation of advocacy groups and membership in different associations enhanced the confidence of women SME owners and their ability to lobby for policy changes. Dialogue and relation building between participating financial institutions and women's SME associations helped foster mutual understanding and cooperation, leading to better outcomes for women-owned SMEs. Participating financial institution policies and products require further adaptation to meet the needs and circumstances of women-owned SMEs.

This paper considers various dimensions and sources of gender inequality and presents policies and best practices to address these. With women accounting for fifty percent of the global population, inclusive growth can only be achieved if it promotes gender equality. Despite recent progress, gender gaps remain across all stages of life, including before birth, and negatively impact health, education, and economic outcomes for women. The roadmap to gender equality has to rely on legal framework reforms, policies to promote equal access, and efforts to tackle entrenched social norms. These need to be set in the context of arising new trends such as digitalization, climate change, as well as shocks such as pandemics.

Advancing Gender Equality In Bangladesh written by Rieky Stuart and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2017-07-14 with Political Science categories.

In 1994, BRAC, the world's largest NGO, made headlines by putting women's rights centre stage in Bangladesh, one of the poorest countries in the world. The Gender Quality Action Learning (GQAL) Programme was one of the very first large-scale efforts to mainstream gender equality and aimed to weave objectives of gender equality throughout its own microfinance, education and health services. Advancing Gender Equality in Bangladesh describes the history, implementation, and outcome of this major 20-year initiative and discusses the lessons learnt throughout the fight to achieve gender equality outcomes in an effort to provide a tangible framework for future organizations interested in promoting gender equality and social inclusion. At a time when many gender equality programmes are still relatively young, this book offers a unique opportunity to track 20 years of intervention within a theoretical and cultural context and provides a platform for ongoing discussion about the roles of empowerment and gender transformation as agents for social change. This book provides an in-depth analysis of how strategies for change have operated in practice and will be of considerable interest to students, researchers and practitioners of international development, gender studies and social justice theory as well as those interested in a new practical methodology of the gender role framework.
