The Urban Water Supply and Environmental Improvement Project sought to provide basic services of water supply, sanitation, and garbage collection and disposal in four cities in Madhya Pradesh, India. Over 5.6 million people benefited from improved water supply, while half a million people benefited from an improved wastewater management system and 4.7 million people benefited from an improved solid waste management system. These changes positively impacted the lives of the local community, in particular women and girls, who are primarily responsible for water management.

Reliable supply of 24-hour electricity in the State of Madhya Pradesh since 2014 has transformed the lives of many, including women from low-income households. An Asian Development Bank project validates how women can be empowered through capacity development in efficient use of electricity and energy-based enterprises, and provision of business development services. The case study builds up on the project progress so far, showcasing women who, along with their sense of personal empowerment, have increased their incomes and savings through microenterprises. The case study reaffirms that a steady supply of electricity, coupled with capacity development, helps create an arena where men and women are accorded equal participation in business opportunities.

The Kerala Sustainable Urban Development Project sought to improve the urban environment, economy, and living conditions of the residents of Kochi, Kollam, Kozhikode, Thiruvananthapuram, and Thrissur. Improvements in access to safe water and sanitation facilities have reduced the workloads of women and girls. Women's and girls' mobility is also now safer, and family hygiene practices are healthier. The project also offered vocational training in a number of areas supporting women's business initiatives. The project contributed to several important advances that had strong gender equality dimensions, including an improved quality of life, increased opportunities for employment and income generation for men and women, and enhanced participation, leadership, and decision making by women---in the community and within households.

Women in Nepal have long experienced poverty, social exclusion, and marginalization because of their gender, especially among ethnic minorities and low-caste groups. Between 2002 and 2013, the Asian Development Bank and the Government of Nepal developed and implemented the Gender Equality and Empowerment of Women Project to reduce poverty by empowering rural women and members of other disadvantaged groups through an integrated process of economic, social, legal, and political empowerment. This publication presents the case study of that project which contributed to Nepal’s drive to eradicate gender-based inequality.

The Commonwealth Secretariat has been a pioneer in promoting women’s rights and gender equality since the 1976–85 UN Decade for Women, and of gender mainstreaming since the UN 4th World Conference on Women, to which our 1995 Plan of Action on Gender and Development was a Commonwealth contribution. This publication brings together case studies prepared in connection with the end-of-term review of the 2005–15 Commonwealth Plan of Action for Gender Equality. The case studies are based on submissions and interviews with government representatives, gender specialists and other stakeholders, including civil society organisations, from 20 countries representing all regions of the Commonwealth. The examples were selected to demonstrate a range of strategies that can be employed to advance gender equality and women’s empowerment. In 2006, the State of Chhattisgarh adopted the new Participatory Irrigation Management (PIM) Act, which set out important changes for irrigation management and had significant implications for women's participation in irrigation system. Chhattisgarh has abundant agricultural land and rainfall. However, agricultural productivity was low because only wet season rice (or paddy) was grown in most areas. The Chhattisgarh Irrigation Development Project (CIDP) improved irrigation, making it possible for dry season (rabi) cropping and giving many farmers the opportunity to improve their livelihood. With the PIM Act, the CIDP improved farm productivity and increased the participation of women in farm decision-making. The CIDP was the first irrigation project in Chhattisgarh that worked within a participatory irrigation management framework and strengthened water users' associations.
