Rural women are crucial contributors to Albania's agricultural sector and rural economy. They are actively involved in all stages of agrifood value chains as farmers, producers, processors, and consumers. Yet structural barriers limit their access to economic opportunities, thereby restricting also agrifood value chain sustainable and inclusive development. This publication employs FAO's gender-responsive value chain approach to analyze three case studies from Elbasan, Puka, and Leskovik. It highlights the opportunities for strengthening the role of women producers and processors in value chains and identifies key barriers that hinder women's full participation. Agribusiness incubators are highlighted in the report as innovative solutions designed to meet the specific needs of rural women and promote their economic empowerment. These incubators could play a crucial role in helping women overcome barriers in the agrifood sector, fostering their participation and unlocking new opportunities for the development of specific agrifood value chains.

This publication assesses the extent, progress and challenges of providing gender-responsive agricultural extension services in Albania based on the FAO Gender and Rural Advisory Services Assessment Tool (GRAST) methodology. Even though agriculture is an important sector of the economy that accounts for 36 percent of overall employment in the country, informality is high and the engagement of low-skilled rural women in labour intensive activities is significant. Women in the context of family farms, are often considered to be unpaid “farm helpers”. This assessment identifies the key gaps at national, organizational and field levels that hinder the achievement of the relevant Sustainable Development Goals (SDGs) and the country’s progress towards inclusive and sustainable agrifood systems. In particular, the absence of evidence-based and sex-disaggregated data does not allow developing gender responsive services driven by a sound understanding of the gender-specific barriers that prevent farmers from accessing and benefiting from such services. Moreover, the lack of well-articulated and mainstreamed gender and social inclusion policies for targeting and reaching diverse women and men clients reduces progress towards national goals and commitments. Addressing rural women’s access to information, knowledge and services is essential for ensuring gender equality, reaching farm efficiency, sustainability and productivity, and contributing to the enhancement of livelihoods.

The background for conducting country studies on the challenges, needs and constraints of smallholders and family farms in seven countries has been a wish to further strengthen the Regional Initiative and develop the initiative towards a stronger programmatic approach at both the regional and country levels. To provide support to smallholders and family farms, there has been a need to develop a better understanding and knowledge platform of the main challenges, needs and constraints of smallholders and family farms in the specific country context. Even though many of the challenges are the same throughout the region, there are still significant variations among the countries; it is important to recognize and understand these variations when designing support to smallholders and family farms in each specific country. It has been the objectives of the country studies first to analyze the development trend and current state of smallholders and family farms in the specific country, second to study the current political priorities and policies affecting smallholders and family farms, and finally, based on the conclusions made, to provide recommendations, mainly at the policy level, on how to further support the development of commercial family farms and at the same time ensure in general inclusive growth, improved rural livelihood for women and men and the reduction of rural poverty for all. It is hoped that each country study will not only be relevant for FAO but also for governments, donors and other international organizations when formulating policy and preparing programmes.

By directing increasing shares of their farm production to the market and, thereby, realizing greater incomes, farming households can accelerate local rural economic development. In this study, we examine household and spatial factors that may drive smallholder farming households in Malawi to produce and sell maize, groundnut, and soyabean. Two cross-sectional analyses are done using household level data from rounds of the Malawi Integrated Household Survey (IHS). First, using data for farming households from the fifth IHS (2019/20) in a series of weighted logistical models, we examine which of a set of household and spatial level factors are associated with a household producing each of the three crops. For maize and groundnut, we extend the analysis by similarly identifying the factors associated with whether a producing household sells any of their maize or groundnut, and if, they do, whether they sell more than half of their harvest. The second analysis consists of replicating the logistical models for production and sales using household data from the fourth IHS (2016/17) and comparing those results to the results obtained from the fifth IHS. This is done to identify whether any drivers of the production and sale of the three crops are changing over time. Overall, only a few factors are consistently associated with a farming household choosing to produce a particular crop or to sell part of their production of the crop. We also see limited changes between 2016/17 and 2019/20 in the drivers of the production and sale of these crops. However, the strength of the positive associations between landholding size and the commercial production of the three crops intensified between the two surveys. This suggests that as landholdings become smaller with continuing population growth, commercial production will increasingly be limited to those households with the largest landholdings. Government and other stakeholders in rural economic development can consider the evidence from these analyses in developing strategies to foster greater diversity in employment in rural economies across Malawi away from agriculture, while nonetheless promoting increased production by those smallholders in a position to participate profitably in the value chains for these crops.

This report summarizes the discussions held during the forty-fifth session of the General Fisheries Commission for the Mediterranean and twelfth session of the Committee on Administration and Finance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. The Commission adopted 17 binding recommendations and four resolutions related to fisheries management and conservation, aquaculture and compliance. Moreover, the Commission adopted the revised GFCM Rules of Procedure and approved the proposal for the appointment of the new GFCM Executive Secretary. Finally, the Commission adopted its programme of work for the next intersession and approved its autonomous budget for 2023, 2024 and 2025, as well as a number of strategic actions to be funded through extrabudgetary resources. The Commission also endorsed the new Bureau of the Committee on Administration and Finance and extended the mandate of the Bureau of the Scientific Advisory Committee on Aquaculture until 2024.

Africa is largely dependent on natural resources in its quest to achieve sustainable development goals, with its woodlands and forests known to be among the most exploited ecosystems. Anthropogenic pressure has led to the progressive conversion of these woodlands and forests into patches of regrowth stands, savanna and cropland systems. Expansion with intensification of agricultural land and the unsustainable use of fuelwood biomass are among the major drivers of such landscape transformations and the associated decline of biodiversity and ecosystem services. This phenomenon is growing in magnitude and significance with emerging environmental issues including climate change, biological invasion, and pollution arising from various land use practices, thereby jeopardizing Africa’s development pathway. Agroforestry holds promises to reverse this trend, as it provides the potential for designing multifunctional agricultural landscapes that guarantee trade-offs of food security, biodiversity conservation, and ecosystem services. Africa is characterized by highly variable ecological conditions and remarkable cultural diversity that influence the conception of landscape multifunctionality. Drawing upon the vast experience of researchers and many other professionals in Africa, this book contextualizes the roles of trees in African multifunctional landscapes, capturing the biophysical and societal diversity in the region, while scrutinizing the ongoing trend of landscape multifunctionality in Africa with reference to the global scenario. It is designed to provide a holistic and comprehensive understanding of the various roles of trees in African landscapes and shed light on the underlying functional attributes of trees, which will help readers to generate a better insight and problem-solving approach for landscape multifunctionality in the context of Africa.
