The Independent Evaluation Group’s (IEG) Results and Performance of the World Bank Group (RAP) is a comprehensive assessment of World Bank Group performance, drawing on recent IEG evaluations. The report also examines how effectively the World Bank Group addressed current and emerging development challenges. This year’s RAP focuses on gender integration in World Bank Group operations, building on previous examinations of World Bank Group approaches to risk management (RAP 2013) and the Millennium Development Goals (RAP 2014). 'No country, community, or economy can achieve its potential or meet the challenges of the 21st century without the full and equal participation of women and men, girls and boys.' This statement from the World Bank Group website’s topic page on gender states the essential importance of gender for development. In line with that view, the World Bank Group made considerable progress in addressing gender issues during the past 15 years. Gender has been a prominent corporate objective since the first World Bank Group strategy, introduced in 2001. This year, a new World Bank Group gender strategy has been launched—the first joint World Bank†“International Finance Corporation (IFC) strategy to focus on gender. It is an important step toward sharpening the corporate focus on gender and improving the approach to gender mainstreaming. This report describes how mechanisms for integrating gender in projects and country strategies are working, and to what extent they provide meaningful information about progress and results on gender. The analysis aims to inform World Bank Group efforts to strengthen the approach to documenting, assessing, and evaluating results as part of the new strategy rollout. The report also reviews how effectively the World Bank Group’s portfolio and country programs deliver results, and its system for monitoring the implementation of IEG’s recommendations.

"In 2001 the World Bank adopted a gender equality policy as a means to help reduce poverty. This policy was outlined in Integrating Gender into the World Bank's Work: A Strategy for Action (referred as the 2001 Gender Strategy). Through this evaluation IEG finds that the World Bank made progress in gender integration between 2002 and 2008 integrating gender concerns in more than half of the relevant projects. These signs of progress are qualified by findings that implementation of this policy weakened in the latter half of the review period and that there was no built-in results framework in the strategy.

Looking concurrently at economic and gender policy, Bedford connects reform of markets to reform of masculinities, loan agreements for export promotion to pamphlets for indigenous adolescents advising daily genital bathing, and attempts to strengthen institutions after the Washington Consensus to efforts to promote loving couplehood in response to economic crisis. Abstract: This paper reviews empirical findings from economic analyses of the role of gender equality and women's empowerment in reducing poverty and stimulating growth. Going beyond the large literature documenting the impact of female education on a range of development outcomes, the paper presents evidence on the impact of women's access to markets (labor, land, and credit) and women's decision-making power within households on poverty reduction and productivity at the individual and household level. The paper also summarizes evidence from studies examining the relationship between gender equality and poverty reduction and growth at the macro level. Although micro level effects of gender equality on individual productivity and human development outcomes have been well documented and have important ramifications for aggregate economic performance, establishing an empirical relationship between gender equality and poverty reduction and growth at the macro level has proven to be more challenging. The paper concludes by identifying priority areas for future research.
