I personally learned to know Ralph Tyler rather late in his career when, in the 1960s, I spent a year as a Fellow at the Center for Advanced Study in the Behavioral Sciences at Stanford. His term of office as Director of the Center was then approaching its end. This would seem to disqualify me thoroughly from preparing a Foreword to this "Classic Works. " Many of his colleagues and, not least, of his students at his dear Alma Mater, the University of Chicago, are certainly better prepared than I to put his role in American education in proper perspective. The reason for inviting me is, I assume, to bring out the influence that Tyler has had on the international educational scene. I am writing this Foreword on a personal note. Ralph Tyler's accomplishments in his roles as a scholar, policy maker, educational leader, and statesman have been amply put on record in this book, not least in the editors' Preface. My reflections are those of an observer from abroad but who, over the last 25 years, has been close enough to overcome the aloofness of the foreigner. Tyler has over many years been criss-crossing the North American con tinent generously giving advice to agencies at the federal, state, and local levels, lecturing, and serving on many committees and task forces that have been instrumental in shaping American education.

In this work, Roberto Cortés Conde describes and explains the decline of the Argentine economy in the 20th century, its evolution, and its consequences. At the beginning of the century, the economy grew at a sustained rate, a modern transport system united the country, a massive influx of immigrants populated the land and education expanded, leading to a dramatic fall in illiteracy. However, by the second half of the century, growth not only stalled, but a dramatic reversal occurred, and the perspectives in the median and long term turned negative, and growth eventually collapsed. This work of historical analysis defines the most important problems faced by the Argentine economy. Some of these problems were fundamental, while others occurred without being properly considered, but in their entirety, Cortés Conde demonstrates how they had a deleterious effect on the country.

The traditional date of 4 BCE for Herod's death, as set forth by E. Schurer (1896), has been accepted by historians for years without notable controversy. However, according to the texts of Luke and Matthew, Herod died shortly after Jesus' birth, which can be fixed in 2 BCE. Consequently, there is apparently a major chronological contradiction, however Josephus gives a dozen synchronisms that enable us to date his death on 26 January 1 BCE just after a total lunar eclipse (9 January 1 BCE) prior to the Passover. Two important events confirm the dating of Herod's death: the 'census of Quirinius' in Syria which was a part of the 'Inventory of the world' ordered by Augustus when he became 'Father of the Country' in 2 BCE and the 'war of Varus' after Herod's death conducted under the auspices of Caius Caesar, the imperial legate of the East, and dated during the year of his consulship in 1 CE."

For centuries, men dreamed of cutting a canal across the Florida peninsula. Intended to reduce shipping times, it was championed in the early twentieth century as a way to make the mostly rural state a center of national commerce and trade. Rejected by the Army Corps of Engineers as "not worthy," the project received continued support from Florida legislators. Federal funding was eventually allocated and work began in the 1930s, but the canal quickly became a lightning rod for controversy. Far from being a simplistic morality tale of good environmentalists versus evil canal developers, the story of the Cross Florida Barge Canal is a complex one of competing interests amid the changing political landscape of modern Florida. Thanks to the unprecedented success of environmental citizen activists, construction was halted in 1971, though it took another twenty years for the project to be canceled. Though the land intended for the canal was deeded to the state and converted into the Cross Florida Greenway, certain aspects of the dispute--including the fate of Rodman Reservoir--have yet to be resolved.
