This Poverty Reduction Strategy Paper highlights that Togo’s Strategy for Boosting Growth and Promoting Employment offers a medium-term development framework for implementing the Government’s General Policy Statement, the Millennium Development Goals, and the Government’s vision for making Togo an emerging economy in 15 to 20 years, as well as making it a country that respects human rights and promotes the rule of law. The return of political stability and peace to the country created a favorable environment for better governance, resumption of international assistance, and significant reduction in exterior public debt. The Government’s medium-term economic policy for 2013–2017 will essentially be used to build and consolidate the foundations for Togo’s future economic emergence. The focus will be on new priorities: boosting growth; employment and inclusion; strengthening governance; and reducing regional disparities and promoting grassroots development. Designing a national land-use plan will territorialize development by creating a more balanced national economic space. The new land-use scheme will be based on dynamic, competitive, regional economies in which the urbanization of regional capitals and secondary towns is sufficiently controlled to allow true development hubs to emerge.

This book addresses the socioeconomic and environmental implications of urban sprawl on the coastline of Douala-Cameroon by making use of qualitative and quantitative research methodology. The findings of the work portray that sprawl in Cameroon is orchestrated by inadequate policy implementation, archaic master plan, inadequate information dissemination to the public, inequality in the distribution of resources among the different regions of the State and above all, the gaps elucidated by the traditional form of management. The work upholds that livelihood strategies and environmental protection are intricately linked, and therefore, there is a need for ICM as the management approach blends the two adequately. Based on the experience drawn from Xiamen ICM, the study concludes that Douala needs an autonomous coastal interagency to address the gaps punctuated by sectoral management, and thus, enhance the sustainable management of ist coastal milieu.

The macroeconomic and budget framework has been developed to take into account the effects of sectoral policies to maintain macroeconomic stability, a necessary condition for laying the foundation of economic growth and poverty reduction. It is based on the profile of public spending, the assessment of costs for achieving the Millennium Development Goals by 2020, and the sector-based economic growth theories taking into account the uncertainties of the international environment and the real potential of the Congolese economy. It is found that it allows for a realistic programming of public spending while highlighting the main budgetary choices proposed by the government.

This 2010 Progress Report on the Poverty Reduction Strategy Paper (PRSP) focuses on the poverty condition in Mali. The incidence of poverty in Mali fell from 55.6 percent in 2001 to 43.6 percent in 2010. Over the past decade, poverty has fallen in rural areas, in Bamako, and in other urban areas. However, it increased in Bamako and in other urban areas between 2006 and 2010. The government has reaffirmed its commitment to accelerate economic growth, to make Mali an agricultural power by 2015, and to combat poverty effectively.
