The project was designed to address the following interlinked barriers preventing sustainable land and forest management outcomes and building resilience to climate change in Kyrgyz mountain ecosystems: inadequate legal framework for sustainable forest and land management, inadequate land tenure reforms, outdated approaches to sustainable forest and land management, and limited capacity of local institutions. The project’s overall objective is to enhance the enabling environment in the forestry and agricultural sectors and sustain the flow of ecosystem services, including enhancement of carbon stocks in forests and agro-ecosystems through the sustainable management and enhanced productivity of mountainous silvo-agro-pastoral ecosystems, and to improve productivity and mountain livelihoods in the Kyrgyz Republic. Overall, the evaluation rated the project as “moderately satisfactory”, with several examples of positive new approaches introduced by the project into forestry, agriculture and pasture management. The evaluation included specific recommendations not only to FAO, but also to the national forestry service. One of the innovative recommendations is to revisit the project sites in five to ten years to check certain success factors, such as the tree survival rates.

With climate change impacts already felt in the world’s drylands, there is an urgent need for action, at various scales and initiated by different stakeholders, to ensure the sustainability of food production and livelihoods in these regions in the coming decades. There is also the need to rapidly establish baselines, assess and start monitoring progress on sustainability, emerging as result of the action taken. To aid in this effort, this paper provides a short list of expected transformations (under each of the three sustainability pillars) for guiding the planning and implementation of policy, governance and practice-level actions. Gender and indigenous people’s rights and knowledge will be considered cross-cutting issues. The expected transformations will be shared with and agreed by dryland experts and practitioners and will be complemented with additional relevant information sources and indicators. However, it is recommended that national and subnational governments, programmes, projects and individual practitioners and experts define the indicators they will use for measuring their own progress towards the expected transformations, based on the availability of data and specific national and local conditions.The paper will also present case studies portraying actions that have led to progress in sustainability and are directly related to the expected transformations. A related policy brief Blooming Drylands will complement the paper and offer practical recommendations on how policymakers can reach the expected transformations.

We conducted a literature review of participatory monitoring and existing PMRV approaches to identify strategies and conditions that support the development and implementation of sustainable PMRV in the REDD+ context. To identify data and processes that should be included in PMRV, we reviewed MRV requirements in the REDD+ context. The literature is analyzed to summarize the lessons learned from participatory monitoring, examine when, where and how PMRV has been developed and implemented, and identify any knowledge gaps. With Indonesia as our case study, we explored the feasibility of PMRV implementation and assessed how PMRV could be integrated into the national MRV system. We examined the proposed national MRV system in Indonesia, compiled a database of REDD+ projects and conducted short interviews with selected project proponents.
