We think vulnerability still matters when considering how people are put at risk from hazards and this book shows why in a series of thematic chapters and case studies written by eminent disaster studies scholars that deal with the politics of disaster risk creation: precarity, conflict, and climate change. Civil society organizations (CSOs) have played important roles over the years in the disaster field. Starting from the traditional approach of response and relief, the emphasis has gradually shifted to disaster risk reduction. From international nongovernmental organizations (NGOs) to national and local NGOs, all stakeholders have recognized the significance of and need for community-based risk reduction. In their different capacities they have endeavored to establish links to the policy options at the local and national levels. There still are many issues that remain untouched by CSOs, however, and local CSOs face special challenges in resources in terms of human, financial, and technical issues. Drawing examples from Asia, this book is structured on the roles of CSOs according to the Hyogo Framework for Action priority areas: policy making, risk assessment, education and training, underlying risk factors, and response–recovery. Response to Disaster combines the original research of author Henry W. Fischer with the literature used today to describe behavioral and organizational challenges commonly experienced before, during, and after disasters. Actual problems are presented and compared to those often misperceived to occur, know as disaster mythology. Fisher examines case studies conducted during the post-impact and long-term recovery periods of major and minor disasters worldwide. He asserts that the role of the mass media assists in eliciting needed help with an effective response, but also perpetuates disaster mythology. Fisher presents striking comparisons between the perception of disaster in the eyes of the general public, the actual situations emergency responders face, and the way mass media reporters broadcast information. This book aims to uncover the root causes of natural and man-made disasters by going beyond the typical reports and case studies conducted post-disaster. It opens the black box of disasters by presenting ‘forensic analysis approaches’ to disasters, thereby revealing the complex causality that characterizes them and explaining how and why hazards do, or do not, become disasters. This yields ‘systemic’ strategies for managing disasters. Recently the global threat landscape has seen the emergence of high impact, low probability events. Events like Hurricane Katrina, the Great Japan Earthquake and tsunami, Hurricane Sandy, Super Typhoon Haiyan, global terrorist activities have become the new norm. Extreme events challenge our understanding regarding the interdependencies and complexity of the disaster aetiology and are often referred to as Black Swans. Between 2002 and 2011, there were 4130 disasters recorded that resulted from natural hazards around the world. In these, 1,117,527 people perished and a minimum of US$1,195 billion in losses were reported. In the year 2011 alone, 302 disasters claimed 29,782 lives; affected 206 million people and inflicted damages worth a minimum of estimated US$366 billion.

He sets out the empirical evidence in statistics and case studies. Disasters such as earthquakes, cyclones, floods, heat waves, nuclear accidents, and large scale pollution incidents take lives and cause exceptionally large health problems. The majority of large-scale disasters affect the most vulnerable populations, which are often comprised of people of extreme ages, in remote living areas, with endemic poverty, and with low literacy. Health-related emergency disaster risk management (Health-EDRM) [1] refers to the systematic analysis and management of health risks surrounding emergencies and disasters; it plays an important role in reducing hazards and vulnerability along with extending preparedness, response, and recovery measures. This concept encompasses risk analyses and interventions, such as accessible early warning systems, timely deployment of relief workers, and the provision of suitable drugs and medical equipment, to decrease the impact of disaster on people before, during, and after disaster events. Disaster risk profiling and interventions can be at the personal/household, community, and system/political levels; they can be targeted at specific health risks including respiratory issues caused by indoor burning, re-emergence of infectious disease due to low vaccination coverage, and gastrointestinal problems resulting from unregulated waste management. Unfortunately, there has been a major gap in the scientific literature regarding Health-EDRM. The aim of this Special Issue of IJERPH was to present papers describing/reporting the latest disaster and health risk analyses, as well as interventions for health-related disaster risk management, in an effort to address this gap and facilitate major global policies and initiatives for disaster risk reduction.
