Rapid growth, unmanageable cities, urban crisis, macrocephali... The cities of west Africa are no longer ‘plannable’ – at least not using traditional urban development tools. Without negating the importance of participatory processes in city creation, it nonetheless seems crucial to return to city plans and models, to what cities convey, and how they are built. But to understand the city in all its depth and richness, we must also hit the streets. The West African City proposes a dual perspective. At the urban scale, it analyses historical trajectories, spatial development, and urban planning documents to highlight the major trends beyond the plans. At the second level – that of public space – the street is discussed as the city’s lifeblood. By innovating approaches and testing new methods, The West African City offers an unconventional look at Nouakchott, Dakar and Abidjan, the three study sites for this investigation. The city of today, in Africa or elsewhere, must re-examine its many social, economic, cultural, political, and spatial dimensions; for this, urban research has begun challenging its own methods. This book is also the companion of Chenal's MOOC African cities.

This work reveals the true dimension of the African Charter through a systematic analysis of its real or apparent innovations and a detailed assessment of the commitments of the States parties. It also analyzes the effectiveness of the mechanism put in place to monitor compliance with those commitments, examining the practice of the African Commission on Human and Peoples’ Rights from its establishment in 1987. It incorporates major recent achievements in the field of the protection of human rights in Africa, including the creation of the African Court of Human and Peoples’ Rights and the establishment of the African Union. This work is the expanded and updated English version of La Charte africaine des droits de l’homme et des peuples – Une approche juridique des droits de l’homme entre tradition et modernité (Presses Universitaires de France, Paris).

Experience shows that successful democratic transitions need to be underpinned by a security sector that is effective, well managed, and accountable to the state and its citizens. This is why it is so important to carefully examine security sector governance dynamics in contexts where security has often remained a 'reserved domain.' Understanding the issues and perspectives that divide political elites, the security sector, and citizens is the only way to develop security sector reform programs that are legitimate and sustainable at the national level. Through drawing on the close contextual knowledge of practitioners, researchers, and diverse local actors, this book supports this goal by analyzing security sector governance dynamics in each of the nine Francophone countries within West Africa. From this basis, strengths and weaknesses are analyzed, local capacities evaluated, and entry points identified to promote democratic security sector governance in the West African region. This title was first published in 2000: This work describes the United Nations International Criminal Tribunal for Rwanda (ICTR) - the first international court created to try persons for genocide and violation the humanitarian law of non-international armed conflict. The book begins with an explanation of the causes of the 1994 genocide in Rwanda. It then discusses the UN Security Council's creation of the ICTR and the Tribunal's organization, functioning, accomplishments and shortcomings. The author explains how the Tribunal has gained custody over suspects who had fled to other countries in Africa, Europe and also to the USA. The book analyzes the ICTR's first several cases and describes the unique contributions the Tribunal is making to the expansion of humanitarian law. In addition, the author describes Rwanda's own legal attempts to deal with the trauma of 1994 by passing a new genocide statute and creating special genocide courts. He also explains the similiarities and differences between the Tribunal for Rwanda and the one created by the UN Security Council to deal with major crimes committed during the break-up of former Yugoslavia.

Protecting Human Security in Africa discusses some of the most potent threats to human security in Africa. It deals especially with those threats to the security of African people which are least understood or explored. In themes varying from corruption, the proliferation of small arms and light weapons, food security, the devastation of internal displacement in Africa, the link between natural resources and human security, to the problems of forced labour, threats to women's security, and environmental security, the book examines the legal and policy challenges of protecting human security in Africa. This work also analyses the role of NGOs and the civil society in advocating human security issues in Africa. It considers the role of regional human rights mechanisms and judicial bodies, such as the African Commission for Human Rights and the African Court of Human and Peoples' Rights, in seeking to guarantee human security in Africa. Finally, with particular reference to the Somalia, Zimbabwe, Kenya, and Darfur crises, the book studies the role of African regional organizations, especially the African Union, in protecting the human security of Africans. Written by leading experts on its various themes, this is an indispensable book for all those seeking to learn more about the real challenges facing Africans and African organizations.
