Genocide in the Neighborhood documents the autonomist practice of the "escrache," a system of public shaming that emerged in the late 1990s to vindicate the lives of those disappeared under the Argentinean dictatorship and to protest the amnesty granted to perpetrators of the killing. The book is an example of militant research, an investigative method that Colectivo Situaciones has pioneered. Through a series of hypotheses and two sets of interviews, Genocide in the Neighborhood documents the theories, debates, successes, and failures of the escraches--what Whitener provisionally defines as "something between a march, an action or happening, and a public shaming--investigates the nature of rebellion, discusses the value of historical and cultural memory to resistance, and suggests decentralized ways to agitate for justice. The book follows the popular Argentine uprising in 2001, a period of intense social unrest and political creativity that led to the collapse of government after government. The power that ordinary people developed for themselves in public space soon gave birth to a movement of neighborhoods organizing themselves into hundreds of popular assemblies across the country, the unemployed workers struggle mobilizing, and workers taking over factories and businesses. In Indonesia, the events of 1st October 1965 were followed by a campaign to annihilate the Communist Party and its alleged sympathisers. It resulted in the murder of an estimate of one million people – a genocide that counts as one of the largest mass murders after WWII – and the incarceration of another million, many of them for a decade or more without any legal process. This drive was justified and enabled by a propaganda campaign in which communists were painted as atheist, hypersexual, amoral and intent to destroy the nation. To date, the effects of this campaign are still felt, and the victims are denied the right of association and freedom of speech. This book presents the history of the genocide and propaganda campaign and the process towards the International People’s Tribunal on 1965 crimes against humanity in Indonesia (IPT 1965), which was held in November 2015 in The Hague, The Netherlands. The authors, an Indonesian Human Rights lawyer and a Dutch academic examine this unique event, which for the first time brings these crimes before an international court, and its verdict. They single out the campaign of hate propaganda as it provided the incitement to kill so many Indonesians and why this propaganda campaign is effective to this day. The first book on this topic, it fills a significant gap in Asian Studies and Genocide Studies.

More and more, the descendants of indigenous victims of genocide, land expropriation, forced labor, and other systematic human rights violations committed by colonial powers are seeking reparations under international law from the modern successor governments and corporations. As the number of colonial reparations cases increases, courts around the world are being asked to apply international law to determine whether reparations are due for atrocities and crimes that might have been committed long ago but whose lasting effects are alleged to injure the modern descendants of the victims. Sarkin analyzes the thorny issues of international law raised in such suits by focusing on groundbreaking cases in which he is involved as legal advisor to the paramount chief of the Herero people of Namibia. In 2001, the Herero became the first ethnic group to seek reparations under the legal definition of genocide by bringing multi-billion-dollar suits against Germany and German companies in a number of U.S. federal courts under the Alien Torts Claim Act of 1789. The Herero genocide, conducted in German South-West Africa (present-day Namibia) between 1904 and 1908, is recognized by the UN as the first organized state genocide in world history. Although the Herero were subjected to Germany's First Genocide, they have, unlike the victims of the Holocaust, received no reparations from Germany. By machine-gun massacres, starvation, poisoning, and forced labor in Germany's first concentration camps, the German Schutztruppe systematically exterminated as many as 105,000 Herero women, and children, composing most of the Herero population. Sarkin considers whether these historical events constitute legally defined genocide, crimes against humanity, and other international crimes. He evaluates the legal status of indigenous polities in Africa at the time and he explores the enduring impact in Namibia of the Germany's colonial campaign of genocide. He extrapolates the Herero case to global issues of reparations, apologies, and historical human rights violations, especially in Africa.
