For 100 days in 1994, genocide engulfed Rwanda. Since then, many in the international community have praised the country's postgenocide government for its efforts to foster national unity and reconciliation by downplaying ethnic differences and promoting "one Rwanda for all Rwandans." Examining how ordinary rural Rwandans experience and view these policies, Whispering Truth to Power challenges the conventional wisdom on postgenocide Rwanda. Susan Thomson finds that many of Rwanda's poorest citizens distrust the local officials charged with implementing the state program and believe that it ignores the deepest problems of the countryside: lack of land, jobs, and a voice in policies that affect lives and livelihoods. Based on interviews with dozens of Rwandan peasants and government officials, this book reveals how the nation's disenfranchised poor have been engaging in everyday resistance, cautiously and carefully—"whispering" their truth to the powers that be. In the aftermath of the 1994 genocide, Rwandan women faced the impossible—resurrecting their lives amidst unthinkable devastation. Haunted by memories of lost loved ones and of their own experiences of violence, women rebuilt their lives from “less than nothing.” Neither passive victims nor innate peacemakers, they traversed dangerous emotional and political terrain to emerge as leaders in Rwanda today. This clear and engaging ethnography of survival tackles three interrelated phenomena—memory, silence, and justice—and probes the contradictory roles women played in postgenocide reconciliation. Based on more than a decade of intensive fieldwork, Genocide Lives in Us provides a unique grassroots perspective on a postconflict society. Anthropologist Jennie E. Burnet relates with sensitivity the heart-wrenching survival stories of ordinary Rwandan women and uncovers political and historical themes in their personal narratives. "A friend of mine asked me to accompany him to visit a young woman in her twenties named Kayitesi. At the time, in April 2007, Kayitesi lived in rural Kigali with two siblings. Kayitesi's parents and many of her relatives were killed during the genocide perpetrated against the Tutsi in Rwanda in 1994. This book examines how Rwandan elites within the government, private sector and civil society perceive the nation’s political and economic relationship with the international community. Using testimonies and interviews of Rwandan political, military and economic leaders, and bureaucrats, this book examines the intersubjective beliefs that formulate how Rwanda engages with the international community. The book presents and analyses three primary intersubjective themes: historical and possible future abandonment of Rwanda; implementing an ideology of agaciro to promote self-respect, dignity and self-reliance for state security and economic development; and the belief in the government’s obligation to promote human security for those who identify as ‘Rwandan’. The rise of international criminal trials has been accompanied by a call for domestic responses to extraordinary violence. Yet there is remarkably limited research on the interactions among local, national, and international transitional justice institutions. Rwanda offers an early example of multi-level courts operating in concert, through the concurrent practice of the United Nations International Criminal Tribunal for Rwanda (ICTR), the national Rwandan courts, and the gacaca community courts. Courts in Conflict makes a crucial and timely contribution to the examination of these pluralist responses to atrocity at a juncture when holistic approaches are rapidly becoming the policy norm. Although Rwanda's post-genocide criminal courts are compatible in law, an interpretive cultural analysis shows how and why they have often conflicted in practice. The author's research is derived from 182 interviews with judges, lawyers, and a group of witnesses and suspects within all three of the post-genocide courts. This rich empirical material shows that the judges and lawyers inside each of the courts offer notably different interpretations of Rwanda's transitional justice processes, illuminating divergent legal cultures that help explain the constraints on the courts' effective cooperation and evidence gathering. The potential for similar competition between domestic and international justice processes is apparent in the current practice of the International Criminal Court (ICC). However, this competition can be mitigated through increased communication among the different sites of justice, fostering legal cultures of complementarity that can more effectively respond to the needs of affected populations.
