Paul Dibb AM has had an extraordinary career. He enjoys an international scholarly reputation of the highest order, while at the same time he has done much distinguished public service. He was a pioneer in moving back and forth between posts in government departments, notably the Department of Defence, and academia. He began as a student of Soviet economic geography, and then spent nearly two decades in Australian Defence intelligence, including service as Head of the National Assessments Staff (NAS) in the Joint Intelligence Organisation (JIO) from 1974 to 1978, Deputy Director of JIO in 1978–80, Director of JIO in 1986–88, and Deputy Secretary of Defence (Strategy and Intelligence) in 1988–91, before becoming a Professor in the Strategic and Defence Studies Centre (SDSC) at The Australian National University (where he is now an Emeritus Professor). He has been quite happy to engage in vigorous public debate about important and controversial strategic and defence issues, giving him a high public profile. The contributors include two former Chancellors of ANU, one a former Minister of Defence, and the other a former Secretary of the Department of Defence, a former Chief of the Defence Force (CDF), and other former senior officials, as well as academic specialists in geography, international relations, and strategic and defence studies. ‘This would be a high-quality set of essays for any edited volume, but for a festschrift – a genre that sometimes generates uneven collections – this is an exceptional assembly. This book examines how the European Union can pursue a grand strategy and become a distinct global actor in a world of emerging great powers. At the grand strategic level, its sheer economic size makes the EU a global power. However, the EU needs to take into account that many international actors continue to measure power mostly by assessing military capability. To preserve its status as an economic power, therefore, the EU has to become a power across the board, which requires a grand strategy, and the means and the will to proactively pursue one. The authors of this book aim to demonstrate that the EU can develop a purposive yet distinctive grand strategy that preserves the value-based nature of EU external action while also safeguarding its vital economic interests. The book analyses the existing military capability of the European Union and its bottom-up nature, which results in a national-based focus in the member-states, impeding deployment capability. A systematic realignment of national defence planning at the strategic level will enable each member-states to focus its defence effort on the right capabilities, make maximal use of pooling and specialization, and contribute to multinational projects in order to address Europe’s strategic capability shortfalls. The years 1900 to 1954 marked the transformation from an exotic, colonized "Far East" to a more autonomous, prominent "Asia Pacific". This anthology examines the grand strategies of great powers as they vied for influence and ultimately hegemony in the region. At the turn of the twentieth century, the main contestants included the venerable British Empire and the aspiring Japan and United States. The unwieldy leviathan of China, the European imperial holdings in Southeast Asia, and the expanses of the western Pacific emerged as battlegrounds in literal and geopolitical terms. Other less powerful nations, such as India, Burma, Australia, and French Indochina, also exercised agency in crafting grand strategies to further their interests and in their interactions with those great powers. Among the many factors affecting all nations invested in the Asia Pacific were such traditional elements as economics, military power, and diplomacy, as well as fluid traits like ideology, culture, and personality. The era saw the decline of British and European influence in the Asia Pacific, the rise and fall of Japanese imperialism, the emergence of American primacy, the ongoing struggle for independence in Southeast Asia, and China’s resurrection as a contender for hegemony. Great powers shifted and so too did their grand strategies.
