The archipelago of the Philippines is well endowed with nonferrous mineral resources, and in recent years the Philippine government, acting under the influence of the dominant and seemingly ubiquitous neoliberal development paradigm, has liberalized its mining laws in order to accelerate economic development. Yet the Philippines is also a country highly prone to a variety of natural hazards that have the ability to interact adversely with mining’s potential for environmental degradation. Thus there are great dangers inherent in pursuing such a development paradigm: earthquakes can destabilize tailings storage facilities, typhoons can flood tailings ponds, and mine-pit dewatering can enhance the competition for groundwater resources during droughts. This study explores how these hazards amplify the environmental harm prevalent in mining, and reveals the substantial threat posed to the livelihoods of the archipelago’s poor, as well as the inadequacies of the very institutions designed to protect their environment.

Reports of natural disasters fill the media with regularity. Places in the world are affected by natural disaster events every day. Such events include earthquakes, cyclones, tsunamis, wildfires – the list could go on for considerable length. In the 1990s there was a concentrated focus on natural disaster information and mitigation during the International Decade for Natural Disasters Reduction (IDNDR). The information was technical and provided the basis for major initiatives in building structures designed for seismic safety, slope stability, severe storm warning systems, and global monitoring and reporting. Mitigation, or planning in the event that natural hazards prevalent in a region would suddenly become natural disasters, was a major goal of the decade-long program. During the IDNDR, this book was conceptualized, and planning for its completion began. The editors saw the need for a book that would reach a broad range of readers who were not actively or directly engaged in natural disasters relief or mitigation planning, but who were in decision-making positions that provided an open window for addressing natural disaster issues. Those people were largely elected public officials, teachers, non-governmental organization staff, and staff of faith-based organizations. Those people, for the most part, come to know very well the human and physical characteristics of the place in which they are based. Earthquakes and Atmospheric Hazards contains a selection of papers that were presented as part of the Sixth International Symposium on Natural and Man-Made Hazards (HAZARDS-96) held in Toronto, Canada during July, 1996. The Symposium was very timely, given the large number of natural disasters that have occurred in various parts of the world during the 1990s, the United Nations' International Decade for Natural Disaster Reduction (IDNDR). The human reaction to these disasters has varied widely from one event to the next and the economic and social costs have been immense with damage running into billions of dollars. Having in everyone's mind the Northridge, California (1994) and the Kobe, Japan (1995) earthquakes, the volcanoes in the Philippines, the cyclones and related storm surges in Bangladesh, and the floods in North America and Europe caused by heavy rains, the Symposium attracted more than one hundred papers covering various aspects of these events. The eleven papers included in this volume deal with the scientific and management issues of those earthquakes and atmospheric hazards that occurred during the late 1990s, with emphasis on the preparedness aspects. A summary report of the HAZARDS-96 Symposium and recommendations adopted by the participants is also included.
