This book looks at the distribution, occurrences, potential and prospects for good governance, transparency and sustainable development of geological resources in Sub-Saharan Africa. By bringing together numerous different point of views, it is carried out in a holistic, interdisciplinary and scientific way. The states of Sub-Saharan Africa are among the world’s most resource-rich regions – yet many of these countries are a long way from attaining their development potential – some are among the least developed in the world. Paradoxically, those countries that are most richly endowed with resources are often the least developed ("paradox of plenty"). This phenomenon is exacerbated in many African countries by inadequate governance; and yet, if the state is unable to provide basic services, the application of social and environmental standards in the extractive and processing sectors will not be effective. The idea for this volume was conceived during an international conference of the Commission de la Communauté Economique et Monétaire de l’Afrique Centrale (CEMAC) on ‘Geological Resources and Good Governance in Central Africa’ held in September 2009 in Yaoundé, Cameroon. International experts from the political, scientific and private sectors, along with civil society, came together and discussed the various demands being placed on good governance and transparency in the Sub-Saharan raw materials sector and the prerequisites that must be met, and considered how to seek answers to future challenges. New forms of inter-sectorial, transnational governance like the Extractive Industries Transparency Initiative (EITI) and civil society’s transparency movements like Publish What You Pay (PWYP) offer ways to take account of all the different stakeholder interests in the resources sector. In this book there is also a strong focus on artisanal mining, on gender and on the spread of HIV/AIDS in the mining sector. This publication is addressed to stakeholders in the field, including civil society, international and private development agencies, planners, politicians and decision makers; as well as to researchers such as earth scientists, economists, jurists and political scientists.

Understanding the governance of complex social-ecological systems is vital in a world faced with rapid environmental change, conflicts over dwindling natural resources, stark disparities between rich and poor and the crises of sustainability. Sub-Saharan Africa faces many development challenges, such as its size and diversity, rapid urban population growth, history of colonial exploitation, fragile states and conflicts over land and natural resources. This book is about the process of water management decentralization in African countries, which is seen as a means of advancing river basin management at the lowest appropriate level. There are very different stages of implementing decentralization in practice. This called for research aiming to understand the following questions: (i) why do some water agencies succeed more than others? (ii) What are the variables involved in such reform process? (iii) which variables have a positive or a negative impact on the implementation of decentralization processes? (iv) Which variables could be affected by policy interventions, and how? This study aimed to answer these questions through the following objectives: (i) analyze the factors that have potentially affected the results of decentralization process in SSA basins, and (ii) analyze the performance of decentralization process in SSA basins. Qualitative and quantitative approaches were used. The main findings are that water scarcity is a major stimulus to reform; water user associations, if not well prepared and trained, may deter the decentralization process; and being part of an existing treaty over an international basin helps foster the process. Conditions improving decentralization performance include: scarcity of water resources, longer period of implementation, bottom-up creation, and appropriate budgetary support.

This volume analyzes the ways in which natural resource wealth has shaped authoritarian political regimes and statist economic systems in the countries of southern Africa in the post-colonial period. It consists of five essays. The first sets out the historical framework and emergence of natural resources as the crucial driver of economies in sub-Saharan Africa. Three essays, drawing on in-country research, focus on Tanzania, Zambia and Zimbabwe. They show how this explains the economic evolution of those countries - in particular, the impacts of economic and institutional changes on the bulk of the population, the rural poor. The final essay explores the nature of the changes and their neoliberal economic context, and the ways in which their harmful consequences might be relieved.
