In Geontologies Elizabeth A. Povinelli continues her project of mapping the current conditions of late liberalism by offering a bold retheorization of power. Finding Foucauldian biopolitics unable to adequately reveal contemporary mechanisms of power and governance, Povinelli describes a mode of power she calls geontopower, which operates through the regulation of the distinction between Life and Nonlife and the figures of the Desert, the Animist, and the Virus. Geontologies examines this formation of power from the perspective of Indigenous Australian maneuvers against the settler state. And it probes how our contemporary critical languages—anthropogenic climate change, plasticity, new materialism, antinormativity—often unwittingly transform their struggles against geontopower into a deeper entwinement within it. A woman who became a river, a snakelike entity who spawns the fog, plesiosaurus fossils and vast networks of rock weirs: in asking how these different forms of existence refuse incorporation into the vocabularies of Western theory Povinelli provides a revelatory new way to understand a form of power long self-evident in certain regimes of settler late liberalism but now becoming visible much further beyond.

Elizabeth A. Povinelli’s inheritance was passed down not through blood or soil but through a framed map of Trentino, Alto Adige—the region where family's ancestral alpine village is found. The contributors to Biopolitics, Geopolitics, Life investigate biopolitics and geopolitics as two distinct yet entangled techniques of settler-colonial states across the globe, from the Americas and Hawai‘i to Australia and Aotearoa/New Zealand. Drawing on literary and cultural studies, social sciences, political theory, visual culture, and film studies, they show how biopolitics and geopolitics produce norms of social life and land use that delegitimize and target Indigenous bodies, lives, lands, and political formations. Among other topics, the contributors explore the representations of sexual violence against Native women in literature, Indigenous critiques of the carceral state in North America, Indigenous elders’ refusal of dominant formulations of aging, the governance of Indigenous peoples in Guyana, the displacement of Guaraní in Brazil, and the 2016 rule to formally acknowledge a government-to-government relationship between the US federal government and the Native Hawaiian community. Throughout, the contributors contend that Indigenous life and practices cannot be contained and defined by the racialization and dispossession of settler colonialism, thereby pointing to the transformative potential of an Indigenous-centered decolonization. Color coded terror alerts, invasion, drone war, rampant surveillance: all manifestations of the type of new power Brian Massumi theorizes in Ontopower. Through an in-depth examination of the War on Terror and the culture of crisis, Massumi identifies the emergence of preemption, which he characterizes as the operative logic of our time. Security threats, regardless of the existence of credible intelligence, are now felt into reality. Whereas nations once waited for a clear and present danger to emerge before using force, a threat's felt reality now demands launching a preemptive strike. Power refocuses on what may emerge, as that potential presents itself to feeling. This affective logic of potential washes back from the war front to become the dominant mode of power on the home front as well. This is ontopower—the mode of power embodying the logic of preemption across the full spectrum of force, from the “hard” (military intervention) to the "soft" (surveillance). With Ontopower, Massumi provides an original theory of power that explains not only current practices of war but the culture of insecurity permeating our contemporary neoliberal condition.

Povinelli maps the creation and dismantling of worlds formed by the twinning of historical progress and settler colonialism—as a unity in events and a contradiction in ideology. Even if corporations and nation-states now collude in the same Ponzi schemes, they still continue to transform space and time. At the receiving end of the ideological exhaust pipe, where transformation is inherited as deformation, the diagram flips to place brutality and existential exhaustion at the beginning. But the beginning of what? How about a new beginning, starting with modes of survival and persistence against, and within, a world built from deferred promises? This is a world that many in the imperial hemisphere are only starting to realize they’ve known for longer than they want to admit. Routes/Worlds rearticulates large-scale systems of power and affect, even as—or precisely because—those systems stage increasingly novel forms of neglect. Today, it only becomes clearer that struggles to survive day-to-day challenges are most often struggles against sedimented raw deals whose disastrous logic needs to be traced over large expanses of space and time to become perceptible.
