This book examines the impact on member states of long-term foreign policy co-operation through the EU’s Common Foreign and Security Policy (CFSP). Focusing on Germany and the UK, it provides an up-to-date account of how they have navigated and responded to the demands co-operation places on all member states and how their national foreign policies and policy-making processes have changed and adapted as a consequence. As well as exploring in depth the foreign policy traditions and institutions in both states, the book also offers detailed analyses of how they addressed two major policy questions: the Iranian nuclear crisis; and the establishment and development of the European External Action Service. The book’s synthesis of country and case studies seeks to add to our understanding of the nature of inter-state co-operation in the area of foreign and security policy and what it means for the states involved.

The role of the European Union (EU) as a key international economic player is both highly developed and widely recognized. The Union's profile as an international political actor is much more limited, even though its activities are considerable. One of the principal objectives of the workshop on “The Common Foreign and Security Policy (CFSP) of the European Union: Germany's Due Role as Architect and Constrictor” was to familiarize American policy and research communities with the realities of the structure, practice and limits of this policy initiative. The workshop, held in May 1995, and sponsored by the American Institute for Contemporary German Studies, the U. S. Army War College, and the Delegation of the European Commission to the United States, also highlighted the special role Germany has played in the development of the CFSP, while considering, as well, the contribution of France and the United Kingdom. The future course of the CFSP matters to the United States as it raises questions about the nature of sovereign decision making on the part of principal American allies. Will these allies increasingly come to the tale with singular collective positions? Will such a development enhance European stability? Will greater European unity diminish U.S. influence? How will NATO accommodate the change? The resolution of these issues in the early years of the coming century will have a profound impact on U.S. European relations and gives added salience to this report.

The first book to explore the EU's record as a global actor since the creation of the Common Foreign and Security Policy in 1993 within the context of the Treaty of Amsterdam and recent decisions relating to NATO and EU enlargement. The chapters focus on: * the interface between EU foreign and trade policies * the EU's relationship with European defence organizations * its behaviour within the OSCE and UN * the institutional consequences of the CFSP * case studies of EU policies towards Central and Eastern Europe and the Maghreb countries. The editors draw the findings together to assess whether the EU has been successful as a global actor and consider the question: can the EU become a more credible, reliable and unitary global actor?

Ben Soetendorp examines the extent to which individual member states - each with their own history, special interests and styles of foreign policy-making - still dominate the common foreign policy making process within the European Union. The first part of the book reviews the diverse foreign policy patterns of the individual member states towards European integration, describes the various styles of foreign policy and examines the institutional arrangements for joint foreign policy-making created by the member states at EU level. The second part looks more closely at the reality of foreign policy making in a number of case studies, focusing on the diplomatic, military and economic dimensions of European Union's foreign policy. This structure and approach enable s the reader to understand the reality of European foreign policy-making, to comprehend the relationship between the foreign policies of the member states of the EU and the foreign policy of the EU as a whole and to make a judgement as to the likely scenarios for the future. Foreign Policy in the European Union is an important and accessible addition to the textbook literature on European integration that will be essential reading for undergraduate and Masters level courses on European integration within politics, international relations, European Studies and history degrees.

Foreign And Security Policy In The European Union written by Kjell A Eliassen and has been published by SAGE this book supported file pdf, txt, epub, kindle and other format this book has been release on 1998-08-19 with Political Science categories.

This book provides a comprehensive overview of why European integration in foreign and security policy has proved so difficult. The obstacles to developing the common policy in this second pillar of the European Union go to the heart of debates around the sovereignty of the nation-state. A leading group of international contributors explain how these problems arise and consider the future prospects of developing a more regional-based solution. Broadly organized around the three areas of policy, actors and issues, the first section traces the reluctant growth of EU integration in foreign and security policy as it developed from the mid-1980s. In the second section the national policies and interests that typically obstruct a common policy are explored through four key member states. The third section considers ways of addressing problems like the EU′s expansion to include Central and Eastern Europe, the impact of an independent European security identity on the transatlantic relationship, as well as the potential risks to European security from the Mediterranean rim.
