Many are aware that gerrymandering exists and suspect it plays a role in our elections, but its history goes far deeper, and its impacts are far greater, than most realize. In his latest book, Brent Tarter focuses on Virginia’s long history of gerrymandering to uncover its immense influence on the state’s politics and to provide perspective on how the practice impacts politics nationally. Offering the first in-depth historical study of gerrymanders in Virginia, Tarter exposes practices going back to nineteenth century and colonial times and explains how they protected land owners’ and slave owners’ interests. The consequences of redistricting and reapportionment in modern Virginia—in effect giving a partisan minority the upper hand in all public policy decisions—become much clearer in light of this history. Where the discussion of gerrymandering has typically emphasized political parties’ control of Congress, Tarter focuses on the state legislatures that determine congressional district lines and, in most states, even those of their own districts. On the eve of the 2021 session of the General Assembly, which will redraw district lines for Virginia’s state Senate and House of Delegates, as well as for the U.S. House of Representatives, Tarter’s book provides an eye-opening investigation of gerrymandering and its pervasive effect on our local, state, and national politics and government.

"Partisan gerrymandering, the drawing of legislative district lines to deliberately favor one political party, has been present and controversial in American politics since before the ratification of our Constitution. Yet in the past couple of decades, parties in power at the state level have developed greater expertise than ever before at redistricting to their own advantage. In Ground War, Nicholas Goedert tackles the controversies, litigation, and effects surrounding partisan gerrymandering of the US Congress. Using multiple empirical approaches and a novel metric to measure the partisan fairness of maps, Goedert argues that nonpartisan redistricting commisions, rather than the US courts, represent the best alternative to legislative redistricting." -- back cover.

A redistricting crisis is now upon us. This surprising, compelling book tells the history of how we got to this moment—from the Founding Fathers to today’s high-tech manipulation of election districts—and shows us as well how to protect our most sacred, hard-fought principle of one person, one vote. Here is THE book on gerrymandering for citizens, politicians, journalists, activists, and voters. “Seabrook’s lucid account of the origins and evolution of gerrymandering—the deliberate and partisan doctoring of district borders for electoral advantage—makes a potentially dry, wonky subject accessible and engaging for a broad audience.” —The New York Times Nick Seabrook, an authority on constitutional and election law and an expert on gerrymandering (pronounced with a hard ‘G’!), begins before our nation’s founding, with the rigging of American elections for partisan and political gain and the election meddling of George Burrington, the colonial governor of North Carolina, in retaliation against his critics. The author writes of Patrick Henry, who used redistricting to settle an old score with political foe and fellow Founding Father James Madison (almost preventing the Bill of Rights from happening), and of Elbridge Gerry, the Massachusetts governor from whose name “gerrymander” derives. One Person, One Vote explores the rise of the most partisan gerrymanders in American history, put in place by the Republican Party after the 2010 census. We see how the battle has shifted to the states via REDMAP—the GOP’s successful strategy to control state governments and rig the results of state legislative and congressional elections over the past decade. Seabrook makes clear that a vast new redistricting is already here, and that to safeguard our republic, action is needed before it is too late.

This volume is motivated by three concerns. First is the belief that the issue of political gerrymander will play a significant (although far from dominant) role in redistricting litigation in the 1990s and thereafter. In the 1980s, the legislative and/or congressional redistricting plans of all but a handful of states were subject to lawsuits (Grofman, 1985a). Many of these lawsuits involved the issue of racial vote dilution (Grofman, Migalski, and Noviello, 1985). In the 1980s hundreds of local jurisdictions that used at-large or multimember district elections had their electoral system challenged OCo and most of the jurisdictions under challenge were forced to change their system to a single-member district plan that was not dilutive of minority voting strength (see, e.g., Brischetto and Grofman, 1988). Although partisan gerrymandering is less prevalent than racial vote dilution, in the 1990s we can expect to see challenges to partisan gerrymandering like those in the 1980s to racial vote dilution. In particular, numerous local jurisdictions that use partisan multimember district or at-large elections may be subject to challenge. Second, in commissioning essays I sought to involve a number of the leading scholars in the field so as to put together a largely selfcontained compendium of the major points of view on how issues of partisan gerrymandering are to be litigated. While the ultimate issues in constitutional interpretation are ones that the Supreme Court must resolve, and these will be resolved only after an extensive series of case-by-case adjudications-just as the actual numerical features of the one person, one vote standard evolved only in the decade of litigation after Baker v. Carr (Grofman, 1989a) OCo there is an important role for social scientists to play. Social science testimony proved important in the area of racial vote dilution by aiding courts to interpret the provisions of the Voting Rights Acts (e.g., in defining the operational meaning of terms like racially polarized voting; Grofman, Migalski, and Noviello, 1985; Grofman, 1989b). In like manner, I believe that research by social scientists will aid attorneys and the federal courts in specifying manageable standards to define and measure the effects of partisan gerrymandering. I hope this volume will prove instrumental as the beginning of such a dialogue. The third concern that motivated this volume is my view that egregious partisan gerrymandering is a violation of the Fourteenth Amendment rights of political groups, and that it is both appropriate and necessary for courts to intervene when such rights are significantly impaired. However, I recognize that the courts must steer a careful line so as to avoid encouraging frivolous lawsuits, while at the same time sending a clear message to potential gerrymanders that intentional egregious political gerrymanders, which eliminate competition and are built to be resistant to electoral tides, will be struck down. Court intervention to end egregious partisan gerrymandering is necessary for a number of reasons."

Redistributing electoral ridings alters their number, revises their boundaries, or does both at the same time. Ostensibly, the purpose of redistribution is to adjust parliamentary representation for population changes - the growth or decline of population, or shifts in its territorial distribution and social composition. Before an arm's-length commission, headed by a judge, took control of electoral redistribution in the 1960s, parliament - effectively, the majority party - controlled redistribution, raising the possibility that the governing party would adjust the ridings for its own advantage, a practice known as gerrymandering. Providing detailed analyses of parliamentary redistribution in Ontario that preceded the province’s commissioned ridings of the 1960s, George Emery's Principles and Gerrymanders unravels the mechanisms, operational strategies, and exposure to partisanship of parliamentary redistribution and its influence on general election outcomes. Using quantitative research methods, Emery identifies gerrymanders and demonstrates empirically whether or not these worked. He closes with a discussion of the transition to commissioned ridings, what has changed in redistribution, and what continues from the era when parliament redrew ridings. Contextualized with detailed maps and political cartoons, Principles and Gerrymanders is a pioneering study and a major contribution to the literature on Canadian and Ontario political history.

For nearly as long as there have been electoral districts in America, politicians have gerrymandered those districts. Though the practice has changed over time, the public reaction to it has remained the same: gerrymandering is reviled. There is, of course, good reason for that sentiment. Gerrymandering is intended to maximize the number of legislative seats for one party. As such, it is an attempt to gain what appears to be an unfair advantage in elections. Nevertheless, gerrymandering is not well understood by most people and this lack of understanding leads to a false sense that there are easy solutions to this complex problem. Gerrymandering: The Politics of Redistricting in the United States unpacks the complicated process of gerrymandering, reflecting upon the normative issues to which it gives rise. Tracing the history of partisan gerrymandering from its nineteenth-century roots to the present day, the book explains its legal status and implementation, its consequences, and possible options for reform. The result is a balanced analysis of gerrymandering that acknowledges its troubling aspects while recognizing that, as long as district boundaries have to be drawn, there is no perfect way to do so.
