Aus diesem Grund beginnt sie mit der Drucktechnik nach Johannes von Gutenberg und den ersten Druckerzeugnissen. Die Seminararbeit fährt fort mit dem Begriff "Zeitung" und wie sich das Medium über drei Jahrhunderte entwickelt hat. Auf dieses Kapitel folgt die Geschichte der Zeitschriften. Im Anschluss darauf wird die Entwicklung der ersten Redakteure sowie der Herausgeber beleuchtet. Die letzten beiden Kapitel handeln von den damaligen Reaktionen auf die verschiedenen Druckwerke, von den Rezipienten der damaligen Medien, sowie von Presserecht, Zensur und Pressefreiheit der damaligen Zeit. Die Seminararbeit orientiert sich zum größten Teil an folgender Literatur: Heinz Pürer und Johannes Raabe: "Medien in Deutschland", Rudolf Stöber: "Deutsche Pressegeschichte", Ernst Bollinger: "Pressegeschichte I" und dem Fischer Lexikon für Publizistik und Massenkommunikation. Bewusst weggelassen wurde das Buch "Geschichte der deutschen Presse" von Günter Bialowons, da sich die Schrift zu sehr an den sozialistischen und marxistischen Lehren orientiert. Ebenfalls vermieden wurde das Buch "Deutsche Presse" von Hans A. Münster, da im Vorwort das nationalsozialistische dritte Reich glorifiziert und gegen die jüdische Bevölkerung gehetzt wird.

März 1991 stellt in der jüngsten Geschichte Deutschlands eine Zäsur dar, deren tiefere Bedeutung einem Großteil der deutschen Öffentlichkeit wohl noch nicht in ihrer ganzen Tragweite zum Bewusstsein gekommen ist. Durch das In-Kraft-Treten des "Zwei-plus-Vier"-Vertrags ist Deutschland erstmals nach mehr als siebzig Jahren wieder ein souveräner und völkerrechtlich vollständig handlungsfähiger Staat mit allen Rechten und Pflichten innerhalb der internationalen Staatengemeinschaft. Diese Tatsache muss zwangsläufig zu einem veränderten Blick auf außenpolitische Bedrohungen führen, da von Deutschland nun (abgesehen vom "worst case" in den Zeiten des Kalten Krieges) auch in lokal begrenzten, weltweiten Konflikten eine aktive militärische Teilnahme erwartet wird. Nirgendwo spiegelt sich diese neue Sichtweise sowie die Hoffnungen und Befürchtungen der Öffentlichkeit deutlicher wider als in den Medien. Innerhalb dieses öffentlichen Diskurses nimmt die gedruckte Zeitung trotz aller Technisierung auf diesem Gebiet auch im 21. Jahrhundert noch eine Position von herausragender Bedeutung ein. Es bietet sich deshalb an, den Blick zurück zu richten auf die Zeit vor dem Ersten Weltkrieg und zu untersuchen, wie sich eine außenpolitische Krise im Zeitalter des souveränen Deutschen Kaiserreiches in einem typischen Blatt der wilhelminischen Presse darstellte. Wie kaum ein anderes Menetekel ist die 2. Marokkokrise dazu geeignet, die national aufgewühlte Stimmung im Kaiserreich angesichts der drohenden Kriegsgefahr in Europa und der Welt einzufangen, so dass der äußere Anlass dieser Untersuchung schnell zu bestimmen war. Schwieriger verhält es sich mit der Auswahl einer "typischen" Zeitung, denn die deutsche Presse konnte trotz ihrer frühen Anfänge im 17. Jahrhundert zum Zeitpunkt der genannten Krise im Jahr 1911 erst auf eine relativ kurze Geschichte zurückblicken. Weitgehend unbestritten ist es in der Presseforschung nämlich, "den Zeitraum um 1848 als die entscheidende Zäsur für das Entstehen des modernen Zeitungswesens anzuerkennen".1 Deshalb sollen im ersten Teil dieser Arbeit, nach einem kurzen Überblick über die Anfänge des Pressewesens, die wichtigsten Stationen der etwas mehr als sechzig Jahre beleuchtet werden, die zwischen der Märzrevolution und dem bekannten "Panthersprung" nach Agadir liegen. The years following the end of World War II in Germany were a significant period of change and upheaval. This book on the economic reconstruction of post-war West Germany traces the development of economic and socio-political ideas, and their gradual absorption by mainstream politicians, officials and the general public during the period of transition between 1945 and 1949. In the aftermath of World War II, several German think-tanks, political parties and individuals gave impulse to and then shaped the development of a viable socio-political and economic model between the extremes of laissez-faire capitalism and the collectivist planned economy. In their endeavours to bring into effect their particular economic ideas - often diametrically opposed to one another - the parties of left and right stimulated not only academic and political debate, but also public debate about the political and economic reconstruction of occupied post-war Germany. While all the various neo-liberal approaches assigned to the people sovereign and decisive status in the institutional economic order, and recognised the interdependence of politics, economics and the public, one particular school of economic thought outpaced the others in communicating a model of coordinated economic and social policy, namely the Social Market Economy. Christian Glossner here investigates whether or not it was primarily the subtlety of the political campaign for this model that led to its implementation by the then Economic Council and eventual validation by the German electorate. The programmes published by the principal academic and political groups of the time and the practical day-to-day decisions of the first parliament in post-war Germany are analysed with reference to popular preferences. By examining both the formative involvement of German parties in post-war reconstruction and the role of the public during the process of economic liberalisation, this book provides explanations for why the Social Market Economy prevailed as the socio-political and economic model for the Federal Republic of Germany. It will be of interest to scholars of German, economic and twentieth-century history.
