A actual discussao politica a volta do papel da escola e a predominancia da ideia de sociedade global associada aos sistemas de informacao e de conhecimento, foram factores nucleares para a escolha do tema para esta investigacao. Tivemos tambem a pretensao de contribuir para a novel investigacao que se preocupa com a gestao escolar propriamente dita e com os seus sistemas de informacao, numa logica que tenta ultrapassar dois territorios que, e segundo Barroso (2005), tem ocupado o universo da Administracao Educacional: o das Ciencias da Educacao e o das Ciencias da Administracao e Gestao. Nao e ousado afirmarmos que nao e possivel identificar escolas de gestao escolar. Apesar destas instituicoes serem, e de acordo com Grade (2008), uma das organizacoes mais estudadas, podemos inscrever um estado de desconhecimento quanto aos modelos de gestao que estao em confronto. Existe uma larga latitude de opcoes quanto a forma como as redes de escolas se estruturam, mas o reconhecimento da singularidade organizacional das instituicoes e um espaco de investigacao que da os primeiros passos. E precisamente no modo como as organizacoes escolares tratam a informacao que se centra o nosso estudo. Fomos conhecer a cultura organizacional da escola na estreita relacao com os sistemas de informacao. Queriamos perceber se a maioria da informacao e obtida por precaucao e as conclusoes da investigacao comprovaram-no. Uma parte muito significativa das entradas de informacao cumprem esse designio e nao alimentam um sistema de informacao que exista como tal: estudado, moderno, coerente e libertador dos actores para a tarefa essencial das escolas: o ensino. Importava conhecer as razoes e foi disso que fomos a procura. A nossa opcao de recolha de dados para o estudo empirico circunscreveu-se a entrevistas a directores escolares. Escolhemos uma abordagem qualitativa como metodo de investigacao, com as consequentes analises de conteudo e as respectivas apresentacao e sintese de resultados. Encontramos um sistema escolar mergulhado em burocracia inutil e que faz depender as decisoes dos actores escolares dos excessos normativos do poder central. Apesar da autonomia na gestao escolar ser um objectivo ha muito perseguido nos textos de politicas educativas, o estado da gestao informacional inscreve uma entropia que bloqueia a afirmacao das particularidades organizacionais dos estabelecimentos de ensino."
