Gestão democrática da educação no Brasil: a emergência do direito à educação examina a possibilidade histórica da articulação entre educação e democracia no Brasil. Entende-se tal articulação como uma mediação na relação sociedade, Estado e educação. Tal constructo foi viável a partir de 1930. Nesse contexto, dois projetos de educação colocaram-se em uma disputa relacionada, em última instância, a um projeto de sociedade. Foi também nesse contexto que a educação emergiu como ação do Estado, portanto como política educacional. Desde então, a articulação entre educação e democracia como mediação na relação sociedade, Estado e educação passou a compor o ideário educacional. Nos anos 1980, em decorrência da exaustão e distensão da ditadura civil-militar, buscou-se uma alternativa de sociedade ancorada em pilares democráticos. Tal processo teve, entre outros resultados, a elaboração de uma nova Constituição para o País. Durante o processo da constituinte, o ideário da articulação entre educação e democracia foi retomado com energia renovada. Aprovada a Constituição Federal de 1988, a articulação entre educação e democracia foi disposta como princípio do ensino brasileiro. A legislação infraconstitucional, aprovada durante o ajuste do Estado neoliberal, delegou tal princípio aos sistemas de ensino. Nesse cenário, a possibilidade histórica de uma educação democrática continuou inconclusa. Mais uma vez, na conjuntura do século XXI, a articulação entre educação e democracia como mediação da relação sociedade, Estado e educação foi retomada, tendo como epicentro da política educacional a aprovação de um novo PNE. A síntese legal do texto do PNE 2014-2024 aprovado incluiu a articulação entre educação e democracia associada à meritocracia. Durante o segundo ano de vigência do PNE 2014-2024, o aprofundamento da crise do capital e a reação de setores conservadores da sociedade, que provocaram o golpe de Estado, demonstraram que a articulação entre educação e democracia como mediação na relação entre sociedade, Estado e educação persiste inacabada. A aprovação da Emenda Constitucional n.o 95/2016, entre outras medidas que vêm sendo tomadas pelo Estado brasileiro, obstaculiza os direitos sociais, entre eles o direito à educação. Diante disso, o processo histórico construído até então, que se expressa na política educacional, coloca a articulação entre educação e democracia como uma emergência nacional.
