Despite increasingly open markets and a pervasive move toward international production methods, national governments continue to pursue remarkably distinctive policies for promoting innovation in industry. J. Nicholas Ziegler analyzes this apparent paradox by comparing government efforts to promote technological advance in Germany and France. His findings reveal a great deal about the roots and limits of public strategies for economic growth. Through close comparison of three technologies— digital telephone exchanges, computer-controlled machine tools, and semiconductors—Ziegler shows how each country displays predictable strengths and weaknesses in promoting innovation. These distinctive capacities depend more upon the links among different skill- and knowledge-bearing elites than on the structure of the state or the industrial sector in question. As business outcomes hinge less on economies of scale and more on knowledge-based competition, the politics of contending interest groups steadily gives way to a competition for status and jurisdiction among more specialized professional groups. As a result, Germany's strengths stem directly from what Ziegler calls an ethos of competence whereas France's strengths stem from an order of state-created elites. More generally, Ziegler contends, neo-institutional approaches to public policy need to pay far more attention to the professional identities of different occupational groups.

Three analyses show regional and temporal behavior and determinants of innovation activity in Germany in the timeframe 2000-2016. Techniques as kernel density estimation and geoadditive modeling allow gaining insights into the allocation of innovation economics. On the geographical level of administrative districts innovation and its theory-based determining factors are connected. Estimation methods also add to the explanatory content of the models, partly assisted by the usage of Bayesian prior knowledge. The results allow explicit economic and political consequences and offer possibilities for detailed support of innovation and economic growth. The reflection of the estimated effects back onto regions can increase understanding of the spatial characteristics of innovation. The Author:Imke Rhoden is research assistant at the chair of Economic Policy 3 at the Ruhr-Universität Bochum. Their scientific focus is directed at spatial modeling of innovation and economic growth and applications for economic policy.

Between the beginnings of European lexicography and 1700, many glossaries and dictionaries were arranged not according to the alphabet, but in a topical order which followed the influential paradigms of theology, philosophy, and natural history at that time. Together with related text genres like treatises on terminology, didactic dialogues, and thesauri, they constitute the topical (or onomasiological) tradition which is an important lexicographical tradition in its own right. This book discusses the tradition's principles and origins, and by way of illustration draws upon early glossaries, treatises for the learning of foreign languages, and didactic dialogues. Later comprehensive works are presented as detailed in-depth studies. Professor Hüllen demonstrates that the English tradition is embedded in a complex Continental tradition whose important representatives, such as Adrianus Junius and Comenius, had a great influence on the English scene.
