Adult learning systems are being called upon to prepare workers for major labour market shifts, including the green transition and the rise of artificial intelligence (AI) in the workplace. While initial education is important, upskilling and reskilling the existing workforce is essential to help individuals and businesses adapt and prepare for these transitions. Policy makers face the challenge of ensuring training is both relevant and inclusive, yet there is limited understanding of whether current training supply is sufficient to meet current and future skill needs. Most research focuses on the demand for skills, with little insight into the supply. To fill this gap, this report uses evidence from new OECD questionnaires and an analysis of training catalogues to evaluate whether current training supply aligns with the skills needed for the green and AI transitions. It also provides insight into the accessibility and flexibility of training efforts, to guide policy makers in their efforts to develop more effective, inclusive training strategies.

The global economy remains resilient, despite differences in the strength of activity and incomes across countries and sectors. Inflation has continued to fall, supporting real incomes, but consumer confidence is yet to recover to pre-pandemic levels in many countries. Global growth is projected to be 3.2% this year and 3.3% in 2025 and 2026, with inflation easing further. Nonetheless, the outlook is highly uncertain. An intensification of geopolitical tensions or global trade restrictions could hamper further disinflation and weaken the growth outlook. At the same time, future shocks could trigger disruptive corrections in financial markets, magnified by high debt and stretched asset valuations. The key policy priorities are to ensure a continued and lasting decline in inflation, enhanced efforts to establish a credible fiscal path that will secure debt sustainability, and ambitious reforms to raise sustainable and inclusive growth in the medium term. This issue includes an assessment of the global economic situation, a chapter on developments in labour shortages and associated policy considerations and a chapter summarising developments and providing projections for each individual country. Coverage is provided for all OECD members as well as for selected partner economies.

The transition to net-zero emissions by 2050 will have profound impacts on the labour market and the jobs of millions of workers. Aggregate effects on employment are estimated to be limited. But many jobs will be lost in the shrinking high-emission industries, while many others will be created in the expanding low-emission activities. This edition of the OECD Employment Outlook examines the characteristics of the jobs that are likely to thrive because of the transition (“green-driven jobs”), including their attractiveness in terms of job quality, and compares them to jobs in high-emission industries that tend to shrink. The cost of job displacement in these latter industries is assessed along with the trajectories of workers out of them towards new opportunities, and the labour market policies that can facilitate job reallocation. Particular attention is devoted to upskilling and reskilling strategies to facilitate workers’ transition into fast-growing, green-driven occupations. The distributive impacts of climate-change mitigation policies are also examined, with a focus on carbon pricing and options to redistribute its tax revenue to those most impacted. Indonesia’s economy has rebounded from the COVID-19 recession and inflation has declined considerably, but exposure to global uncertainty remains high. Monetary policy must remain prudent, forward looking and data-dependent. Fiscal policy needs to ensure the budget deficit remains below the mandated ceiling. Government spending and revenue are low in international comparison and future spending pressures require an increase in tax revenues over the medium term. Indonesia has scope to boost productivity and long-term growth prospects though encouraging women’s employment alongside continued improvement to educational attainment, and improvement to the business environment. Greater efforts in combatting corruption would help foster a more competitive and productive business sector. Indonesia has further scope to harness digitalisation. Geographic, gender and age-related gaps in individuals’ access to, and adoption of, the Internet and related tools need to be closed. Indonesia is vulnerable to the impacts of global warming. The country’s goal of reaching net-zero greenhouse gas emissions by 2060 is challenging in the context of economic convergence and the country’s reliance on coal.
