Ein internationaler Vergleich., Sprache: Deutsch, Abstract: Einleitend halte ich es für nötig, einige Worte über das politische System im antiken Griechenland zu verlieren, um die damalige Situation besser einordnen zu können. Anschließend möchte ich auf die attischen Staatsausgaben und -einnahmen eingehen, um am Schluss ein Resümée ziehen zu können, ob die gigantischen Staatsausgaben im antiken Griechenland die ausgabenreduzierende Tendenz von Direktdemokratie widerlegen oder nicht. In klassischer Zeit – etwa 507/506 bis ca. 322/320 v. Chr. – existierte in Athen eine direkte – wenn auch keine reine – Demokratie. Das grundlegende Element der attischen Verfassung war die Ekklesia, die Volksversammlung. Zu ihr hatte jeder Zutritt, der volljährig, Vollbürger Athens und somit in einer Deme – der kleinsten Verwaltungseinheit Attikas – eingetragen war. Da sie somit die Gesamtheit aller politisch berechtigten Athener umfasste, hatte sie als Souverän die volle Entscheidungsgewalt über alle politischen Entscheidungen. Sie beschloss Gesetze, wählte Beamte, Richter und Offiziere, kontrollierte Regierung und Militär. Für einige Entscheidungen oder Bürgerrechtsverleihungen gab es ein Mindestquorum von 6.000 Teilnehmern. Um nun die Volksversammlung trotz großer Teilnehmerzahl entscheidungsfähig zu machen, gab es den Rat der 500 (Boulé). Zugangskriterium waren Alter (30), Bürgerstatus (Vollbürger) und Lebenswandel oder eventuelle Staatsschulden.

Having recovered from the plague, a defeat at Delium, and the confusion surrounding the Peace of Nicias, the Athenians voted to dispatch an unprecedented armada to Sicily in order to take Syracuse and possibly expand their conquests to Italy and Carthage. After initial enthusiasm and military victories, the force under the command of Nicias deteriorated and eventually perished. Through hubris, a lack of adequate cavalry, and incompetence at home as well as abroad, the Athenians allowed the expedition to turn into a monumental failure, foreshadowing their ultimate defeat in the Ionian War a decade later.

This new government of the Thirty Tyrants would sustain its despotic and oftentimes arbitrary rule for less than a year, before revolution and the seemingly invincible democratic spirit of Athens eventually swept it away. Although the establishment of the Thirty is unusually well documented by historical sources—accounts from Lysias, Xenophon, Diodorus, Aristotle and Plutarch are available to us1—error and political bias serve to blur this fateful development. Despite Peter Krentz' assertion to the contrary, it is to be assumed that the Thirty were not established as an oligarchy at once, but rather in two surges, one limiting their task to the restoration of the ancestral constitution, the other granting them the powers to rule Athens as oligarchs.
