Specific designs and site evaluation would then be initiated. Species in the most dire need of protection would be considered early on as candidates for refugia. Based on identified need, refugia classified and ranked according to their efficiency with which protection and preservation of unique qualities may be best accomplished. Sites may be either in situ. Or ex situ, however, implementation strategies will be required to maintain genetic diversity and structure in wild populations when the refugia is out of place. An audit of the Bureau of Reclamation's (BoR) final Environmental Impact Statement (EIS) on the operations of the Glen Canyon Dam (GCD). This report discusses: whether BoR's determination of the impact of various dam-operating alternatives on selected resources was reasonable; and what, if any, concerns still exist on the part of key interested parties about the final EIS. Since the GCD, located in Page, AZ, was completed by the BoR in 1963, it has been used to generate power during periods of high demand. The fluctuation releases of water have caused concerns about the detrimental effects such flows have in the Grand Canyon.

Federal management of water is undergoing a change that involves a drastic reduction in the number of new water projects and an increase in emphasis on the quality of water management. This book summarizes and analyzes environmental research conducted in the lower Colorado River below the Glen Canyon Dam under the leadership of the Bureau of Reclamation. It reviews alternative dam operations to mitigate impacts in the lower Colorado riverine environment and the strengths and weaknesses of large federal agencies dealing with broad environmental issues and hydropower production. While many problems remain to be solved, the Bureau of Reclamation through the Glen Canyon area. The lessons of GCES are transferable to other locations and could be the basis for a new era in the management of western waters.
