What will it take to protect the global environment? In this book, Ronnie D. Lipschutz argues that neither world government nor green economics can do the job. Governmental regulations often are resisted by those whose behavior they are intended to change, and markets—even green ones—look to profits more than to protection. What will be needed, Lipschutz believes, is not global management but political action through community- and place-based organizations and projects. People acting together locally can have a cumulative impact on environmental quality that is significant, long lasting, and widespread. The comparative case studies of environmental activism in Northern California, Hungary, and Indonesia (the latter written by Judith Mayer) illustrate one of the central premises of this book: that local action is linked increasingly to globe-spanning networks of knowledge and practice, in what Lipschutz calls global civil society. The result is a system of governance that is both local and global, to which states and international organizations are turning increasingly for help and advice.

This book examines the impact of current and emerging digital technologies on global environmental governance, and in particular on environmental civil society organizations. Technological innovations are constantly emerging: internet and social media platforms, blockchains, big data, and artificial intelligence are some of the most common or promising digital technologies of our times. Through case studies and the analysis of concrete applications of digital technologies, this book shows how these digital technologies can be deployed to support global environmental governance, and in particular a multi-stakeholder approach to the protection of the environment. It provides an overview of the diverse uses of these digital technologies by civil society organizations (CSOs) in global environmental governance. Civil society participants have voiced concerns that the environmental problems that were the subject of multilateral environmental agreements negotiated during the 1992 Rio processes are not serving to ameliorate global environmental problems. These concerns raise significant questions regarding the utility of negotiating agreements through the UN. This book elucidates the complexity of how participants engage in these negotiations through the various processes that take place under the auspices of the UN—primarily those related to climate and biological diversity. By taking an ethnographic approach and providing concrete examples of how it is that civil society participants engage in making policy, this book develops a robust sense of the implications of the current terrain of policy-making—both for the environment, and for the continued participation of non-state actors in multilateral environmental governance. Using data gathered at actual negotiations, the book develops concepts such as participation and governance beyond theory. The research uses participant observation ethnographic methods to tie the theoretical frameworks to people’s actual activities as policy is generated and contested. Whereas topics associated with global environmental governance are traditionally addressed in fields such as international relations and political science, this book contributes to developing a richer understanding of the theories using a sociological framework, tying individual activities into larger social relations and shedding light on critical questions associated with transnational civil society and global politics.

A new model for effective global environmental governance in an era of human-caused planetary transformation and disruption. Humans are no longer spectators who need to adapt to their natural environment. Our impact on the earth has caused changes that are outside the range of natural variability and are equivalent to such major geological disruptions as ice ages. Some scientists argue that we have entered a new epoch in planetary history: the Anthropocene. In such an era of planet-wide transformation, we need a new model for planet-wide environmental politics. In this book, Frank Biermann proposes “earth system” governance as just such a new paradigm. Biermann offers both analytical and normative perspectives. He provides detailed analysis of global environmental politics in terms of five dimensions of effective governance: agency, particularly agency beyond that of state actors; architecture of governance, from local to global levels; accountability and legitimacy; equitable allocation of resources; and adaptiveness of governance systems. Biermann goes on to offer a wide range of policy proposals for future environmental governance and a revitalized United Nations, including the establishment of a World Environment Organization and a UN Sustainable Development Council, new mechanisms for strengthened representation of civil society and scientists in global decision making, innovative systems of qualified majority voting in multilateral negotiations, and novel institutions to protect those impacted by global change. Drawing on ten years of research, Biermann formulates earth system governance as an empirical reality and a political necessity.
