Analyses of the international climate change regime consider the challenges of maintaining current structures and the possibilities for creating new forms of international cooperation. The current international climate change regime has a long history, and it is likely that its evolution will continue, despite such recent setbacks as the decision by President Donald Trump to withdraw the United States from the Paris Agreement of 2015. Indeed, the U.S. withdrawal may spur efforts by other members of the international community to strengthen the Paris accord on their own. In their pursuit of policies to combat global warming, countries will find that they may also receive additional benefits which are not directly associated with the primary aim. These ancillary benefits are likely to include, for example, a reduction in pollution as a result of carbon containment policies. International Climate Policy to Combat Global Warming is one of the first books which analyses climate policy, taking account of ancillary as well as primary benefits. The author integrates ancillary benefits into the theory and explores the implications for international policy measures. Because of the private character of ancillary benefits, the author is able to treat climate policy as an impure public good which in turn has an impact on the efficient climate protection level. He highlights the general failures of the standard approach to climate policy design and goes on to propose a new approach to international negotiations on climate change. He suggests a flexible matching scheme which would help overcome free-rider incentives and which would have considerable advantages over traditional co-operative designs.

Why are some countries more willing and able than others to engage in climate change mitigation? The Domestic Politics of Global Climate Change compiles insights from experts in comparative politics and international relations to describe and explain climate policy trajectories of seven key actors: Brazil, China, the European Union, India, Japan, Russia, and the United States. Using a common conceptual framework, the authors find that ambitious climate policy change is limited by stable material parameters and that governmental supply of mitigation policies meet (or even exceed) societal demand in most cases. The year 2015 will be a landmark year for international climate change negotiations. Governments have agreed to adopt a universal legal agreement on climate change at the 21st Conference of Parties (COP21) to the United Nations Framework Convention on Climate Change (UNFCCC) in Paris in 2015. The agreement will come into force no later than 2020. This book focuses on the prospects for global agreement, how to encourage compliance with any such agreement and perspectives of key players in the negotiations — the United States, India, China, and the EU. It finds that there is strong commitment to the established UN institutions and processes within which the search for further agreed actions will occur. There are already a myriad of local and regional policies that are helping to reduce greenhouse gas emissions and build mutual confidence. However, the chapters in the book also highlight potential areas of discord. For instance, varying interpretations of the “common but differentiated responsibilities” of developing countries, agreed as part of the UNFCCC, could be a major sticking point for negotiators. This book surveys current conceptual, theoretical, and methodological approaches to global climate change and international relations. Although it focuses on the role of states, it also examines the role of nonstate actors and international organizations whenever state-centric explanations are insufficient.The book begins with a discussion of environmental constraints on human activities, the environmental consequences of human activities, and the history of global climate change cooperation. It then moves to an analysis of the global climate regime from various conceptual and theoretical perspectives. These include realism and neorealism, historical materialism, neoliberal institutionalism and regime theory, and epistemic community and cognitive approaches. Stressing the role of nonstate actors, the book looks at the importance of the domestic-international relationship in negotiations on climate change. It then looks at game-theoretical and simulation approaches to the politics of global climate change.
