This book examines how nations and other key participants in the global community address problems requiring collective action. The global community has achieved some successes, such as eradicating smallpox, but other efforts to coordinate nations' actions, such as the reduction of drug trafficking, have not been sufficient. This book identifies the factors that promote or inhibit successful collective action at the regional and global level for an ever-growing set of challenges stemming from augmented cross-border flows associated with globalization. Modern principles of collective action are identified and applied to a host of global challenges, including promoting global health, providing foreign assistance, controlling rogue nations, limiting transnational terrorism, and intervening in civil wars. Because many of these concerns involve strategic interactions where choices and consequences are dependent on one's own and others' actions, the book relies, in places, on elementary game theory that is fully introduced for the uninitiated reader.

Deliberation is the process by which a group of people, each with equal voice, can - via a process of discussion and debate - reach an agreement. Deliberation and Development attempts to do two things. First, it rethinks the role of deliberation in development and shows that it has potential well beyond a narrow focus on participatory projects. Deliberation, if properly instituted, has the potential to have a transformative effect on many if not all aspects of development, and especially in addressing problems of collective action, coordination, and entrenched inequality. This has broad implications both at the global and local level. Second, the book demonstrates that taking deliberation seriously calls for a different approach to both research and policy design and requires a much greater emphasis on the processes by which decisions are made, rather than an exclusive focus on the outcomes. Deliberation and Development contributes to a broader literature to understand the role of communicative processes in development.

This book examines the evolution of international nuclear non-proliferation trade controls over time. The book argues that the international nuclear export controls have developed in a sub-optimal way as a result of a non-proliferation collective action problem. This has resulted in competition among suppliers, owing to the absence of an overarching effective system of control. While efforts have been undertaken to address this collective action problem and strengthen controls over time, these measures have been inherently limited, it is argued here, because of the same structural factors and vested interests that led to the creation of the problem in the first place. This study examines international controls from the beginning of the nuclear age and early efforts to control the atom, up to more recent times and the challenge posed by Iranian and North Korean nuclear ambitions. Drawing on a rich body of original archival research and interviews, the book demonstrates that the collective action problem has restrained cooperation in preventing nuclear proliferation and that gaps persist in the international nuclear trade control regime.
