Environmental flows (EF) are an important component of Goal 6 (the ‘water goal’) of the Sustainable Development Goals (SDGs). Yet, many countries still do not have well-defined criteria on how to define EF. In this study, we bring together the International Water Management Institute’s (IWMI’s) expertise and previous research in this area to develop a new methodology to quantify EF at a global scale. EF are developed for grids (0.1 degree spatial resolution) for different levels of health (defined as environmental management classes [EMCs]) of river sections. Additionally, EF have been separated into surface water and groundwater components, which also helps in developing sustainable groundwater abstraction (SGWA) limits. An online tool has been developed to calculate EF and SGWA in any area of interest.

This book examines the impact of current and emerging digital technologies on global environmental governance, and in particular on environmental civil society organizations. Technological innovations are constantly emerging: internet and social media platforms, blockchains, big data, and artificial intelligence are some of the most common or promising digital technologies of our times. Through case studies and the analysis of concrete applications of digital technologies, this book shows how these digital technologies can be deployed to support global environmental governance, and in particular a multi-stakeholder approach to the protection of the environment. It provides an overview of the diverse uses of these digital technologies by civil society organizations (CSOs) in global environmental governance. These guidelines are intended to assist countries to participate in the assessment of SDG 6.4.2 on water stress by contributing data and information on environmental flows (EF). These data are necessary for calculation of the SDG 6.4.2 indicator on water stress, for which countries are required to submit information to FAO who is custodian of this SDG indicator. The guidelines provide a minimum standard method, principally based on the Global Environmental Flows Information System (GEFIS) , which is accessible via http://eflows.iwmi.org, and is the approach that will be used to generate the country EF data that will make up the global 6.4.2 report. Countries that have more comprehensive and accurate EF data will be able to make use of that data when checking the global dataset produced by FAO and also to add additional details to their Voluntary National report on SDG 6.4.2.
