This book examines the Japanese government policies that impact on the environment in order to determine whether they incorporate a sufficient ethical substance. Through the three case studies on whaling, nuclear energy, and forestry, the author explores how Western philosophers combined their theories to develop a ‘Western environmental ethics code’ and reveals the existence of a unique ‘Japanese environmental ethics code’ built on Japan’s cultural traditions, religious practices, and empirical experiences. Kagawa-Fox’s discussions show that in spite of the positive contributions that Japan has made towards the global environment, the government has failed to show a corresponding moral obligation to the world ecology in its environmental policy. The book argues that this is a result of the integrity of the policies having been compromised by vested interests and that Japanese business and politics ensure that the policies are primarily focused on maintaining sustainable economic growth. Whilst Japan's global environmental initiatives are the key to its economic survival in the 21st century, and these initiatives may achieve their aims, they do however fail the Japanese code of environmental ethics. In recent decades, globalization and internationalization led to an increase in the number of international regimes attempting to influence national behaviour over many different issues. By using the case of the international forest regime complex this thesis seeks to evaluate how an international organization such as the World Bank and private institutions of forest certification influence domestic forest policy. The cases of Argentina and Armenia were selected as examples of developing countries open to international influences with weak forest sectors that went through a recent administrative restructuring. In so doing this dissertation seeks to answer how do international and transnational organizations influence domestic forest policies? The results show that: the influence of the World Bank in Argentina and Armenia pushed the forest sector towards deregulation; state bureaucracies play an important role in the implementation of transnational regimes at the national level; the political system of federal countries provides multiple institutional access points for policy change that international and transnational regimes try to use in order to influence the domestic level, consequently changing the power balance of the domestic networks.

C.O.OKIDl1 I welcome the opportunity to prepare a Foreword to the book on Environmental Policy and Law in Africa, edited by Kevin R. Gray and Beatrice Chaytor. It is a pleasure to do that because the book is a contribution to the cause of capacity building for development and implementation of environmental law in Africa, a goal towards which I have had an undivided focus over the last two decades. There is still some belief in and outside Africa that for developing countries in general, and Africa in particular, development and implementation of environmental law is not a priority. This belief prevails strongly in many quarters of the industrialised countries. In fact, the view is held either out of blatant ignorance or by some renegade industrialists who fail to appreciate Michael Royston's 1979 thesis that Pollution Prevention Pays.2 That group, for obvious reasons, must have their correspondent counterparts in Africa to provide hope that industries rejected as derelict in the West or inoperable due to rigorous environmental regulation, can find homes to which they can escape and dump their polluting industries.
