What is the role played by local organizations in transnational environmental advocacy networks? Global Environmentalism and Local Politics revisits this question by looking at transnational environmental activism in Brazil, Ecuador, and India. Rodrigues investigates the internal politics of these networks, focusing on their internal balance of power, choice of strategies, and distribution of resources among members at the international, national, and local levels. Contrary to existing assumptions, local organizations, rather than international or national non-governmental organizations, are the key players in these networks, while at the same time mere participation in transnational advocacy efforts does not necessarily lead to the empowerment of local organizations. Participation may, for example, impose unanticipated political and technical burdens, and despite their overarching common goal of environmental preservation, network members may have different understandings of what environmentally sustainable development is and how it can be best achieved.

What will it take to protect the global environment? In this book, Ronnie D. Lipschutz argues that neither world government nor green economics can do the job. Governmental regulations often are resisted by those whose behavior they are intended to change, and markets—even green ones—look to profits more than to protection. What will be needed, Lipschutz believes, is not global management but political action through community- and place-based organizations and projects. People acting together locally can have a cumulative impact on environmental quality that is significant, long lasting, and widespread. The comparative case studies of environmental activism in Northern California, Hungary, and Indonesia (the latter written by Judith Mayer) illustrate one of the central premises of this book: that local action is linked increasingly to globe-spanning networks of knowledge and practice, in what Lipschutz calls global civil society. The result is a system of governance that is both local and global, to which states and international organizations are turning increasingly for help and advice.

Globalization today is as much a problem for international harmony as it is a necessary condition of living together on our planet. Increasing interconnectedness in ecology, economy, technology, and politics has brought nations and societies into even closer contact, creating acute demands for cooperation. Earthly Politics argues that in the coming decades global governance will have to accommodate differences even as it obliterates distance, and will have to respect many aspects of the local while developing institutions that transcend localism. This book analyzes a variety of environmental-governance approaches that balance the local and the global in order to encourage new, more flexible frameworks of global governance. On the theoretical level, it draws on insights from the field of science and technology studies to enrich our understanding of environmental-development politics. On the pragmatic level, it discusses the design of institutions and processes to address problems of environmental governance that increasingly refuse to remain within national boundaries. Taking a bottom-up perspective, this book explores local framings of a wide range of issues related to benefit-sharing, a growing concept in global environmental governance. Benefit-sharing in Environmental Governance draws on original case studies from South Africa, Namibia, Greece, Argentina, and Malaysia to shed light on what benefit-sharing looks like from the local viewpoint. These local-level case studies move away from the idea of benefit-sharing as defined by a single international organization or treaty. Rather, they reflect different situations where benefit-sharing has been considered, including agriculture, access to land and plants, wildlife management, and extractives industries. Common themes in the experiences of local communities form the basis for an exploration of spaces for local voices at the international level in the Convention on Biological Diversity (CBD), often argued to be the most open arena to non-state actors, and therefore vital to how local voices may be included at the global level.
