This book examines the changes in the governance of human expression as a result of the development of the Internet. It tells the story of the emergence of a global regime that almost completely lacks institutions, and develops a concept of ‘expression governance’ that focusses on the governance practices of key actors in Europe and North America. The book illuminates the increased disciplinary capacity of the Internet infrastructure that has become apparent to the public following Edward Snowden’s leaks in 2013, and provides a theoretical frame within which such changes can be understood. It argues that the Internet has developed a ‘global default’ of permissible speech that exists pervasively across the globe but beyond the control of any one actor. It then demonstrates why the emergence of such a ‘global default’ of speech is crucial to global conflict in the international relations of the Internet. The book concludes with an elaboration of the regulatory practices and theatrical performances that enable a global regime as well as the three key narratives that are embedded within it.

Enforcement has not been the most practiced business in the field of human rights in Ethiopia. The absence of effective enforcement can be attributed to various factors, including the absence of a normative framework, insufficient political commitment, inadequate institutional capacity and resources, and limited awareness. Despite recent legal reform initiatives purportedly driven by human rights demands, it remains uncertain whether enforcement has undergone any significant changes. Effective enforcement of human rights necessitates the existence of robust multi-layered institutions at the national, sub-regional, regional, and international levels. However, in Ethiopia, concerns have been raised about the capability of numerous normative instruments and mechanisms of human rights. This volume comprises a collection of papers presented at a hybrid conference held at the Hilton Hotel Addis in April 2022. The conference, organized by the School of Law of Addis Ababa University in collaboration with Friedrich Ebert-Stiftung, Ethiopia, centered around the theme "Enforcement of Human Rights in Ethiopia: Old and New Challenges." Its primary objective was to identify and analyze both old and new challenges in human rights enforcement in Ethiopia and propose strategies to overcome them. The editors of this volume intend for it to address scholarly gaps in the implementation and enforcement of human rights in Ethiopia. Among the notable findings from the chapters included in this volume is a significant disparity between recently reformed laws passed by the parliament and their execution by the executive body. This disconnect demonstrates a failure to prioritize and enforce human rights in the country. As such, the volume suggests that the Ethiopian government must take the business of human rights enforcement seriously.

In recent years, we have witnessed the mushrooming of pro- democracy and protest movements not only in the Arab world, but also within Europe and the Americas. Such movements have ranged from popular upheavals, like in Tunisia and Egypt, to the organization of large-scale demonstrations against unpopular policies, as in Spain, Greece and Poland. What connects these different events are not only their democratic aspirations, but also their innovative forms of communication and organization through online means, which are sometimes considered to be outside of the State’s control. At the same time, however, it has become more and more apparent that countries are attempting to increase their understanding of, and control over, their citizens’ actions in the digital sphere. This involves striving to develop surveillance instruments, control mechanisms and processes engineered to dominate the digital public sphere, which necessitates the assistance and support of private actors such as Internet intermediaries. Examples include the growing use of Internet surveillance technology with which online data traffic is analysed, and the extensive monitoring of social networks. Despite increased media attention, academic debate on the ambivalence of these technologies, mechanisms and techniques remains relatively limited, as is discussion of the involvement of corporate actors. The purpose of this edited volume is to reflect on how Internet-related technologies, mechanisms and techniques may be used as a means to enable expression, but also to restrict speech, manipulate public debate and govern global populaces.
