Nearly thirty years since HIV/AIDS was first identified, confusion over effective mechanisms of controlling and eradicating the illness remain prevalent. This book highlights the need for comprehensive approaches to governance, as responses to HIV/AIDS become increasingly focused upon the health aspect of the epidemic, and financial commitments become subject to aid fatigue. This book examines the roles and influence of multiple actors and initiatives that have come to constitute the global response to the epidemic. It considers how these actors and structures of governance enhance, or limit, participation and accountability; and the impact this is having upon effective HIV/AIDS responses across the world. The book addresses participation and accountability as key elements of governance in four thematic areas: the role of the state and democratic governance; non-state actors and mechanisms of political governance; public-private partnerships and economic governance; and multilateral institutions and global governance. Drawing on the insights of public health specialists; political scientists; economists; lawyers; those working with community groups, and within international organisations, it offers valuable perspectives on the governance of HIV/AIDS. Aimed at both academics and practitioners throughout the world, this book contributes to the academic debate surrounding global governance, health and development economics, and the work of multiple international organisations and civil society organisations.

ÔHIV/AIDS remains a major global health problem, despite the progress made in its prevention and treatment. Addressing this problem is not only a matter of more and better drugs, they need to be widely accessible and be affordable to the poor. This book makes, with a much welcomed interdisciplinary approach, an excellent contribution to understanding how the intellectual property regime can influence health policies and the lives of millions of people affected by the disease. The analysis provided by the various authors that contributed to this book will be of relevance not only to those working in the area of HIV/AIDS, but to those more broadly interested in public health governance and the role of intellectual property rights.Õ Ð Carlos Correa, University of Buenos Aires, Argentina ÔThis is an important, innovative and, at times, controversial collection. Inter-disciplinary in approach, this collection will have appeal to those concerned with the global injustice in the context of HIV/AIDS. Investigating the legal, political and economic determinants of access to essential medicines, this is thought provoking collection which will resonate with many in both the academic and public policy community.Õ Ð Bryan Mercurio, The Chinese University of Hong Kong This important book brings together leading scholars from multiple disciplines, including intellectual property, human rights, public health, and development studies, as well as activists to critically reflect on the global health governance regime. The Global Governance of HIV/AIDS explores the implications of high international intellectual property standards for access to essential medicines in developing countries. With a focus on HIV/AIDS governance, the volume provides a timely analysis of the international legal and political landscape, the relationship between human rights and intellectual property, and emerging issues in global health policy. It concludes with concrete strategies on how to improve access to HIV/AIDS medicines. This interdisciplinary, global, and up-to-date book will strongly appeal to academics in law, international relations, health policy and public policy, as well as students, policymakers and activists.

This volume brings together a collection of essays from researchers engaged in, or concerned with, the politics of global health. It addresses the power relations which drive global health strategies, frustrate the possibility of effective engagement and operate to relegate billions of people to a vulnerable and bleak future. From a broad engagement with the global health system, the volume focuses on arguably the most pressing public health issue of modern times - the effective global governance of HIV/AIDS. The underlying objective is to help generate a timely debate and understanding of the impact of globalization on health and the plight of the vulnerable.

The political impact of HIV/AIDS varies greatly and is difficult to map. States depend on how governments choose to manage the political implications of HIV and AIDS, both those stemming from the erosions of its own capacity as well as those that originate from their changing relationship on a national and international level. Across the developing world, HIV/AIDS is slowly killing adults in their most productive years, hollowing out state structures, deepening poverty and raising profound questions that touch on the organization of all aspects of social, economic and political life. With the epidemic showing scant signs of slowing down, this innovative volume assesses how HIV/AIDS affects governance and, conversely, how governance affects the course of the epidemic. In particular, the volume:

Today’s era of intense globalization has unleashed dynamic movements of people, pathogens, and pests that overwhelm the static territorial jurisdictions on which the governance provided by sovereign states and their formal intergovernmental institutions is based. This world of movement calls for new ideas and institutions to govern people’s health, above all in Africa, where the movements and health challenges are the most acute. This book insightfully explores these challenges in ways that put the perspectives of Africans themselves at centre stage. It begins with the long central and still compelling African health challenge of combating the pandemic of HIV/AIDS. It then examines the global governance responses by the major multilateral organizations of the World Bank and the World Trade Organization and the newer informal flexible democratically oriented ones of the Group of Eight. It also addresses the compounding health challenge created by climate change to assess both its intensifying impact on Africa and how all international institutions have largely failed to link climate and health in their governance response. It concludes with several recommendations about the innovative ideas and institutions that offer a way to closing the great global governance gaps and thus improving Africans’ health and that of citizens beyond.

The governance of the HIV/AIDS pandemic has come to represent a multi-faceted and complex operation in which the World Bank has set and sustained the global agenda for by the World Bank. The governance of HIV/ AIDS. Through economic incentive they have restructured the is a political foundations of countries in sub-Saharan Africa and the pursuit of change in state, project that seeks to embed liberal practice through individual, state, and societal community behaviour. At the heart of this practice is the drive to impose blueprint neoliberal market-based solutions on a personal-global issue. This book unravels how the Bank’s good governance agenda and commitment to participation, ownership and transparency manifests itself in practice, through the Multi-Country AIDS Program (MAP), and crucially how it is pushing an agenda that sees a shift in both global health interventions and state configuration in sub-Saharan Africa. The book considers the mechanisms used by the Bank – and the problems therein – to engage the state, civil society and the individual in responding to the HIV/AIDS crisis, and how these mechanisms have been exported to other global projects such as the Global Fund and UNAIDS. Harman argues in conclusion that not only has the Bank set the global agenda for HIV/AIDS, but underpinning this is a wider commitment to liberal governance reform through neoliberal incentive. Making an important contribution to our understanding of global governance and international politics, this book will be of interest to students and scholars of politics, international political economy, international relations, development studies and civil society.
