The Global Health Emergency Corps (GHEC) was launched in May 2023 by WHO with Member States and partners as part of the efforts to strengthen the global health emergency preparedness and response architecture. GHEC is anchored within the broader WHO Health Emergency Prevention, Preparedness, Response and Resilience (HEPR) framework and embraces an approach to emergency coordination and collaboration that recognizes the need to collaborate across the core capability areas of collaborative surveillance, community protection, safe and scalable care, and access to countermeasures (the ‘5Cs’). The Global Health Emergency Corps describes the body of experts in ministries and agencies in every country who work on health emergencies and the global ecosystem through which they coordinate. The GHEC framework is designed to provide guiding principles for standardizing health emergency workforce structures to strengthen the capacity of countries in responding to health emergencies, and to enhance collaboration between countries by better connecting regional and global surge response mechanisms, facilitating information exchange, and improving access to expertise and human response capacity at times of need. This is the first version of the GHEC framework and is intended to be updated as experience is gained with its implementation and adaptation.

The aim of this framework is to provide the public health sector and military actors and services at the national level with guidance for establishing, advancing, and maintaining collaboration and coordination, with the focus on country core capacities required to effectively prevent, detect, respond to, recover from and build back better after health emergencies.

This field manual is intended to help health professionals and public health coordinators working in emergency situations prevent, detect and control the major communicable diseases encountered by affected populations. The manual is the result of collaboration among a number of WHO departments and several external partner agencies in reviewing existing guidelines on communicable disease control and adapting them to emergency situations. The manual deals with the fundamental principles of communicable disease control in emergencies, which are: Rapid assessment to identify the communicable disease threats faced by the emergency-affected population, including those with epidemic potential, and define the health status of the population by conducting a rapid assessment; Prevention to prevent communicable disease by maintaining a healthy physical environment and good general living conditions; Surveillance to set up or strengthen disease surveillance system with an early warning mechanism to ensure the early reporting of cases to monitor disease trends, and to facilitate prompt detection and response to outbreaks; outbreak control to ensure outbreaks are rapidly detected and controlled through adequate preparedness (i.e. stockpiles, standard treatment protocols and staff training) and rapid response (i.e.confirmation, investigation and implementation of control measures); and disease management to diagnose and treat cases promptly with trained staff using effective treatment and standard protocols at all health facilities.

Since the 2014 Ebola outbreak many public- and private-sector leaders have seen a need for improved management of global public health emergencies. The effects of the Ebola epidemic go well beyond the three hardest-hit countries and beyond the health sector. Education, child protection, commerce, transportation, and human rights have all suffered. The consequences and lethality of Ebola have increased interest in coordinated global response to infectious threats, many of which could disrupt global health and commerce far more than the recent outbreak. In order to explore the potential for improving international management and response to outbreaks the National Academy of Medicine agreed to manage an international, independent, evidence-based, authoritative, multistakeholder expert commission. As part of this effort, the Institute of Medicine convened four workshops in summer of 2015 to inform the commission report. The presentations and discussions from the Governance for Global Health Workshop are summarized in this report.

The sixth Emergency Medical Teams (EMT) Global Meeting was held in Abu Dhabi, United Arab Emirates on 5–7 November, 2024. It was jointly organized by the WHO EMT secretariat and the Abu Dhabi Department of Health, supported by the United Arab Emirates Ministry of Health and Prevention. The EMT Global Meeting is a critical gathering of the global EMT Network and partners to exchange knowledge, advance solutions, and take collective action towards strengthening EMTs and health emergency surge response capacities and systems around the world. This year’s 3-day meeting convened over 1300 participants from 140 countries. The programme consisted of: plenary sessions, including a high-level strategic discussion on climate change and health emergencies; six regional group meetings; 31 technical sessions across four tracks, reflecting the four strategic objectives of the EMT 2030 strategy; research abstract presentations; the first-ever EMT Global Innovation Champions; and an exhibition hall. There were three core, cross-cutting themes: EMT 2030 implementation, climate change and health, and research and innovation. This report provides a summary of the proceedings, discussions, and key outcomes from this EMT Global Meeting.
