The National outbreak response handbook by the Global Outbreak Alert and Response Network (GOARN) provides national public health agencies, ministries of health and partners with practical guidance as they respond to outbreaks in their country or territory. The Handbook can be used to inform outbreak preparedness and response plans at the national and subnational levels, including to ensure complementarity with existing national outbreak response plans. It summarizes effective organizational structures that can be implemented during national outbreak response, highlights best practices based on GOARN partners’ collective experiences, and references key technical and operational resources that have been developed by GOARN and its partners. The WHO Health Emergencies Programme (WHE), through the Global Outbreak Alert and Response Network (GOARN), has evolved the Rapid Response Mobile Laboratory (RRML) initiative into the GOARN Strategic Group for Diagnostic Surge Capacities (GOARN DiSC). This transformation enhances health emergency preparedness by focusing on strengthening diagnostic surge capacities within national health systems, supported by international partners. GOARN DiSC aims to improve the global health emergency response by focusing on four main areas: strengthening the RRML community of practice, establishing a global Coordination Board to guide DiSC's expansion, implementing the RRML Framework to standardize operations and enhance workforce capabilities, and creating an environment that supports policy development, resource mobilization, and sustainable funding. The initiative fosters international collaboration to ensure effective surge support and knowledge exchange, allowing countries to respond more efficiently in times of crisis. By building resilient health systems and advancing national diagnostic capacities, GOARN DiSC plays a critical role in safeguarding communities and improving global health security during health emergencies.

Over the last 6 years the Global Outbreak Alert and Response Network (GOARN) training programme has expanded and evolved to meet the changing outbreak response learning and training needs, with many lessons learned along the way. With a new GOARN Strategy being released in late 2022, there was a need for the GOARN Capacity Building and Training Partners to come together in August 2022 to explore the priority global public health emergency workforce development needs and how the GOARN Capacity Building and Training Programme can be best used to support the workforce development efforts. National security is pervasive in government and society, but there is little scholarly attention devoted to understanding the context, institutions, and processes the U.S. government uses to promote the general welfare. The Oxford Handbook of U.S. National Security aims to fill this gap.
