Extreme poverty exhausts institutions, depletes resources, weakens leadership, and ultimately contributes to rising insecurity and conflict. Just as poverty begets insecurity, however, the reverse is also true. As the destabilizing effects of conflict settle in, civil institutions are undermined and poverty proliferates. Breaking this nexus between poverty and conflict is one of the biggest challenges of the twenty-first century. The authors of this compelling book—some of the most experienced practitioners from around the world—investigate the complex and dynamic relationship between poverty and insecurity, exploring possible agents for change. They bring the latest lessons and intellectual framework to bear in an examination of African leadership, the private sector, and American foreign aid as vehicles for improving economic conditions and security. Contributors include Colin Kahl (University of Minnesota),Vinca LaFleur (Vinca LaFleur Communications), Edward Miguel (University of California, Berkeley), Jane Nelson (Harvard University and Brookings), Anthony Nyong (University of Jos and the International Development Research Centre, Nairobi), Susan Rice (Brookings), Robert Rotberg (Harvard University and the World Peace Foundation), Marc Sommers (Tufts University), Hendrik Urdal (International Peace Research Institute), and Jennifer Windsor (Freedom House).

* Explains developments in recent peacekeeping operations and politico-military environments * Bridges the gap between peace and conflict scholarship * Highlights new aspects of war studies Following over a decade of substantial and extensive American military involvement, peace operations have passed from a position of strategic irrelevance to one of strategic importance. War and Intervention provides a snapshot of the contemporary environment of peace operations, in terms of both war and intervention. It also answers two broad questions: 1) What are key characteristics of armed competitors in the current environment of peace operations, particularly in terms of their structure and organization, financing, access to military resources, and the tactical tools and methods applied by these movements? And 2) What are key recent developments in the dimensions and methods of intervention, particularly regarding the use of force, the adaptation of global militaries to peace operations and the emerging political, legal and economic components of intervention? War and Intervention allows readers from a range of domains--military, academic, humanitarian, political, and diplomatic--to understand the priorities and methods of different actors in today’s peace operations.

Seminar paper from the year 2002 in the subject Politics - International Politics - Topic: International Organisations, grade: 1 (A), Southern Cross University, Lismore (Politics), course: Peace, War and International Politics, 14 entries in the bibliography, language: English, abstract: The United Nations (UN) was established in 1945 by the five victory powers of World War II - China, France, the United Kingdom, The United States of America and the former Soviet Union to maintain the post-war peace. Its Charter was drawn up by representatives of fifty countries and ratified by the original and permanent members. According to Article 1 of the Charter, the UN’s primary purpose is “to maintain international peace and security, and to that end: to take effective collective measures for the prevention and removal of threats to the peace”1. Today, 191 states are members of the global organization and subscribe themselves to the UN Charter to share the responsibility for international peace and security. The Charter established six principle organs, of which the Security Council is the most important with the primary responsibility to settle different kinds of conflicts to maintain the global peace and security. While other organs make recommendations to governments, the Council alone has the power to take decisions and initiate actions including the use of force, which Member States are obligated under the Charter to carry out. The Security Councils consists of 15 Member States: the five permanent ones, which can veto any draft resolution on substantive matters reflecting the assumption that the major powers would act together to provide collective global security, and ten non-permanent members elected for two-year periods. When a complaint concerning a threat to peace is brought before it, the Council usually recommends the parties several peace-making methods like negotiation, investigation or mediation to reach agreement by peaceful means. When a dispute gets worse or leads to fighting it is empowered to call for cease-fires, order economic sanctions, and even authorize military action against an aggressor on behalf of the UN. One tool for maintaining international peace and security not embodied in the Charter is the use of peacekeeping forces to prevent existing dispute from reigniting “using force only in self-defence, and operating in a neutral and impartial way with the consent of the parties to disputes”2. Unfortunately, administrative and budgetary constraints limit the UN’s capacity to respond to every serious threat to peace. This book challenges the current thinking and strategies in the field of global peace and security. It is clear that current global public and private institutions are inadequate for the challenges we face today. These challenges cut across borders and require a more coordinated and concerted effort to find workable solutions. This book therefore begins with the question of global leadership and works its way back to the interconnected dynamics of global modernity and conflict. It is divided into four parts, each addressing a fundamental challenge to global peace and security. By exploring how we break out of the current framework, in which we understand global activities and the distribution of resources, and this book provides new ways of understanding the material, cultural, political, and spiritual relations that form the basis of international society.
