Global Standard Setting In Internet Governance written by Alison Harcourt and has been published by Oxford University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2020-01-31 with Law categories.
The book addresses representation of the public interest in Internet standard developing organisations (SDOs). Much of the existing literature on Internet governance focuses on international organisations such as the United Nations (UN), the Internet Governance Forum (IGF) and the Internet Corporation for Assigned Names and Numbers (ICANN). The literature covering standard developing organisations has to date focused on organisational aspects. This book breaks new ground with investigation of standard development within SDO fora. Case studies centre on standards relating to privacy and security, mobile communications, Intellectual Property Rights (IPR) and copyright. The book lifts the lid on internet standard setting with detailed insight into a world which, although highly technical, very much affects the way in which citizens live and work on a daily basis. In doing this it adds significantly to the trajectory of research on Internet standards and SDOs that explore the relationship between politics and protocols. The analysis contributes to academic debates on democracy and the internet, global self-regulation and civil society, and international decision-making processes in unstructured environments. The book advances work on the Multiple Streams Framework (MS) by applying it to decision-making in non-state environments, namely SDOs which have long been dominated by private actors. The book is aimed at academic audiences in political science, computer science communications and science and technology studies as well as representatives from civil society, the civil service, government, engineers and experts working within SDO fora. It will also be accessible to students at the postgraduate and undergraduate levels.

Power and Authority in Internet Governance investigates the hotly contested role of the state in today's digital society. The book asks: Is the state "back" in internet regulation? If so, what forms are state involvement taking, and with what consequences for the future? The volume includes case studies from across the world and addresses a wide range of issues regarding internet infrastructure, data and content. The book pushes the debate beyond a simplistic dichotomy between liberalism and authoritarianism in order to consider also greater state involvement based on values of democracy and human rights. Seeing internet governance as a complex arena where power is contested among diverse non-state and state actors across local, national, regional and global scales, the book offers a critical and nuanced discussion of how the internet is governed – and how it should be governed. Power and Authority in Internet Governance provides an important resource for researchers across international relations, global governance, science and technology studies and law as well as policymakers and analysts concerned with regulating the global internet. These considerations lead to the presentation of relevant international legal concepts (duty of co-operation, global public goods, shared spaces, due diligence, State responsibility) that merit more attention. This book presents a first comprehensive effort to explore the mechanics and fundamentals of global ICT standardization. It offers a comprehensive study of legal rules governing ICT standardization; systematically analyses governance and institutional features of some most prominent Standards Development Organizations; and presents qualitative empirical evidence on implementation of these rules in practice. By evaluating legal and procedural rules in light of current practices and tendencies in the industry, the book explores various options available for disciplining ICT standardization from the viewpoint of the applicable legislation, judiciary, and internal governance rules of Standards Development Organizations and offers practical solutions on how to increase the legitimacy of ICT standards. Adding to the previous theoretical approach to the field of standardization from historical, legal and political science perspective, this book applies theoretical considerations to unexplored scenarios, offering a holistic picture of ICT standardization and providing a novel contribution to the field.

The coronavirus pandemic that has rocked China since December 2019 has posed a gruelling test for the resilience of the country's national economy. Now, as China emerges from its Covid-induced "recession", it feels like the worst is behind it. How did China manage to come out almost unscathed from the worst crisis in over a century? This Report examines how China designed and implemented its post-Covid recovery strategy, focussing on both the internal and external challenges the country had to face over the short- and medium-run. The book offers a comprehensive argument suggesting that, despite China having lost economic and political capital during the crisis, Beijing seems to have been strengthened by the "pandemic test", thus becoming an even more challenging "partner, competitor and rival" for Western countries.

In recent years transnational private regulators have emerged and multiplied. In this book, experts from various academic disciplines offer empirically grounded case studies and theoretical insights into the evolution and resilience of these bodies through crises. Transnational private regulators display considerable flexibility if compared to public institutions both in exercising their rule-making functions and adapting and transforming in light of endogenous or exogenous crises events calling for change. The contributors identify such events and reflect on their impact on transnational private rule-makers. This edited volume covers important areas of global production and finance that are associated with private rule-making and delves into procedural, substantive and practical elements of private rule-making processes. At a policy level, the book provides comparisons among practices of private bodies in various areas, allowing for important lessons to be drawn for all public and private stakeholders active in, or affected by, private and public rule-making. This title is Open Access.
