After decades of liberalization of the telecommunications industry around the world and technological convergence that allows for increasing competition, sector-specific regulation of telecommunications has been on the decline. As a result, the telecommunications industry stands in the middle of a debate that calls for either a total deregulation of access to broadband infrastructures or a separation of infrastructure from service delivery. This book proposes new approaches to dealing with the current and future issues of regulation of telecommunication markets on both a regional and a global scale. This volume represents a valuable compendium of ideas regarding global trends in the telecommunications industry that focus on market and regulatory issues and company strategies. With an international cast of contributors, Regulation and the Evolution of the Global Telecommunications Industry also provides insight into topics including: mobile Internet development, structural function and separation, global experiences with next generation networks, technology convergence and the role of regulation, and the regulatory impact on the balance between static and dynamic efficiencies. The empirical evidence and experiences presented here illustrate the diversity of thoughts and research that characterize this important area of academic and business research. Thus, it will be a critical reference for scholars and students of regulatory economics, policy and finance and researchers and administrators of the telecom industry.

This book provides a clear and thorough account of the process leading up to the revision of the International Telecommunication Regulations (ITRs) one of the four treaties administered by the ITU. The author’s inside view of the events and his legal analysis of the new ITRs, are different from that what has been aired in most other accounts to date. His systematic approach shows how much of the criticism of the WCIT-12 process and of the ITRs themselves, is unjustified. This book provides the most accurate view to date of what the ITRs really mean and of what really happened at WCIT-12, which was undoubtedly a key event in the history of telecommunication policy and which is likely to have significant long-term effects. The book covers in some detail the events leading to the non-signature of the treaty by a significant number of states, outlines possible consequences of that split between states, and offers possible ways forward. The book includes a detailed article-by-article analysis of the new ITRs, explaining their implications and concludes with recommendations for national authorities. It concludes with an analysis of events from the point of view of dispute resolution theory, offering suggestions for how to avoid divisive outcomes in the future. "This is an excellent book, and quite rich and comprehensive. The topic is important and the book will surely be of interest to regulators, diplomats, policy experts, and all those who participated in WCIT. The author is uniquely qualified to write an analysis of the new ITRs and an account of the Conference. This book will be a good reference for the next Plenipotentiary Conference to be held in 2014 which is going to discuss follow-up to WCIT-12." Naser al-Rashedi, United Arab Emirates. "This is an authoritative expert account of a moment of high significance for vital issues with respect to international networks." Professor Dan Schiller, University of Illinois. "This is an excellent and timely work." Professor Ian Walden, Queen Mary, University of London. "Interested persons, businesses and governments can draw their policies from the assessments of a telecommunications insider as presented in this book. The manifold arguments enlightening the interpretation of the provisions of the ITRs might become an invaluable guidance for those who apply the ITRs in the future." Professor Dr. Rolf H. Weber, University of Zurich.

Regulatory change has come to characterize global telecommunications in the 1990s. In this timely book, contributors of recognized distinction and knowledge provide a range of perspectives and discuss a variety of approaches to telecommunications issues, providing broad coverage of telecommunications regulatory policies. In its analysis of public policies for deregulating telecommunications services, the work emphasizes the business strategy implications entailed by each public policy. The volume argues that globalization and interdependence are forcing governments to adjust their policies; that technology often eclipses voluntary government policies; and that all multinational corporations, through their investment strategies and R&D efforts, are important actors in regulatory policy, as are national and international agencies.

This book provides an up-to-date account and analysis of the development of the European Union's regulatory framework for telecommunications in a globalising world. A key feature is its treatment of the EU's regulatory policy response to technological convergence in the information and communications sector, through its new Electronic Communications Regulatory Framework. The book explores in detail the dynamics of the complex relationship between technological and globalisation pressures, economic interests, and European and national policy responses. The authors also examine the achievements and limitations of over twenty years of EU efforts to liberalise markets and to harmonise regulation.

Global Markets And Government Regulation In Telecommunications written by Kirsten Rodine-Hardy and has been published by Cambridge University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-03-25 with Political Science categories.

In recent years, liberalization, privatization and deregulation have become commonplace in sectors once dominated by government-owned monopolies. In telecommunications, for example, during the 1990s, more than 129 countries established independent regulatory agencies and more than 100 countries privatized the state-owned telecom operator. Why did so many countries liberalize in such a short period of time? For example, why did both Denmark and Burundi, nations different along so many relevant dimensions, liberalize their telecom sectors around the same time? Kirsten L. Rodine-Hardy argues that international organizations – not national governments or market forces – are the primary drivers of policy convergence in the important arena of telecommunications regulation: they create and shape preferences for reform and provide forums for expert discussions and the emergence of policy standards. Yet she also shows that international convergence leaves room for substantial variation among countries, using both econometric analysis and controlled case comparisons of eight European countries.

Since the revolution in modern telecommunications that followed the invention of the telegraph, telecommunication networks have provided channels for the fast delivery of communications across national borders. This transnational nature of telecommunication networks have led to the establishment of international regulatory regimes on the subject. On the other hand, developing countries consider regional economic integration as a major strategy for promoting trade and development, telecommunications have been seen within this context as a strategic tool for facilitating regional economic integration. This has also led to the establishment of regional telecommunication regulatory regimes that aim to promote regional integration and regulatory harmonization. This book discusses telecommunication regimes established by international and regional organizations such as the United Nations, the International Telecommunication Union, the World Trade Organization, the African Union, the Economic Community of West African States, and the Southern African Development Community, among a number of others. It will be relevant to policy makers, regulators, lawyers, law students, investors and telecommunication operators, as well as any person interested in international and African regional telecommunication regimes.
