This document explores the impact of television coverage on foreign policy decision making and the complexities of a changing media-foreign policy relationship in an era of global television. Government officials believe that television news has a great effect on foreign policy decisions. By contrast, many political scientists contend that television is subject to government news management and conveys an elite view of U.S. overseas interests. Television coverage and its potential impact on public opinion are factors to be planned and controlled in the implementation of foreign policy, according to this perspective. Chapter 1 explores television's role in the U.S. foreign policy process. Chapter 2 delineates the rise of television news to its dominant position in the politics of foreign policy through the confluence of technology, economics, public reliance on television as a news source, and a set of international concerns. Chapter 3 discusses how foreign policy and international news should be defined and handled by broadcasters. Chapter 4 outlines the advent of global television as a participant in the foreign policy process. Chapter 5 examines whether or not the public influences foreign policy. Chapter 6 elucidates the manner in which television's growing capacity as a channel for global communication will affect its relationship to the foreign policy process in the future. This issue concludes with student and community discussion questions and resources. (SM)

In 1995, United Nations Secretary-General Boutros Boutros-Ghali said of the Cable News Network, “CNN is the sixteenth member of the [15 member United Nations] Security Council.” Scholars as well as diplomats have recognized the existence of a link between communications and diplomacy, but up until now the implications of this relationship have been left unexplored. This work examines the historic interconnectedness between communications and diplomacy, how communications have historically determined the practice of diplomacy, and how global television in particular can determine diplomatic outcomes under certain conditions. This work also examines the ways in which today’s broadcasting will shape foreign policy processes in the future and the future impact of global television in world politics.

Potter (communications, U. of Ottawa), formerly a senior strategist in the Communications Bureau at the Canadian Department of Foreign Affairs and International Trade (DFAIT), argues that advances in information technology will act as catalysts for forces of fragmentation and integration in the current international system. He presents seven contributions that explore the theoretical implications of the growth of information technologies and test their ideas on how the processes have manifested and the DFAIT. Also discussed are the ability of NGOs and social movements to use communication technologies to resist multilateral trade agreements, the impact of CNN and other global television phenomena, and the possibilities that governments can use information technologies to enhance their public diplomacy and their "soft power." Has the relationship between the media and international relations undergone a fundamental change since Bernard Cohen wrote the 1962 classic, The Press and Foreign Policy? Using data from three years of empirical research at the highest level of the U.S. foreign policy community, the author argues that it has changed, and that totally new theory in both communication and policymaking are needed to understand how nations interact in today's era of global media. Using survey data, in-depth interviews with former President Jimmy Carter and other senior policy officials, and case studies, the author offers a new model of media-influenced foreign policy based on his theory of interdependant mutual exploitation to explain the role of mass media in the foreign policy process.

The battle for hearts and minds in the Middle East is being fought not on the streets of Baghdad, but on the newscasts and talk shows of Al Jazeera. The future of China is being shaped not by Communist Party bureaucrats, but by bloggers working quietly in cyber cafes. The next attacks by al Qaeda will emerge not from Osama bin Laden's cave, but from cells around the world connected by the Internet. In these and many other instances, traditional ways of reshaping global politics have been superseded by the influence of new media--satellite television, the Internet, and other high-tech tools. What is involved is more than a refinement of established practices. We are seeing a comprehensive reconnecting of the global village and a reshaping of how the world works. Al Jazeera is a paradigm of new media's influence. Ten years ago, there was much talk about "the CNN effect," the theory that news coverage--especially gripping visual storytelling--was influencing foreign policy throughout the world. Today, "the Al Jazeera effect" takes that a significant step further. The concept encompasses the use of new media as tools in every aspect of global affairs, ranging from democratization to terrorism, and including the concept of "virtual states." "The media" are no longer just the media. They have a larger popular base than ever before and, as a result, have unprecedented impact on international politics. The media can be tools of conflict and instruments of peace; they can make traditional borders irrelevant and unify peoples scattered across the globe. This phenomenon, the Al Jazeera effect, is reshaping the world.

This title argues that not only do US news media have a duty to cover international events that affect the interests of the public and the government, they should also bring more attention to international conflict and suffering.
