Inhaltsangabe:Einleitung: Eiferer sehen in der Etablierung von Informations- und Kommunikationstechnologien in Entwicklungsländern ein Allheilmittel gegen die großen Probleme und wiederkehrenden Krisen der als unterentwickelt diagnostizierten Gesellschaften. Skeptiker sehen vorwiegend die Gefahren sowie den ethisch bedenklichen Eingriff in nichtwestliche Kulturen. Sie beziehen sich auf die negativen Resultate, die in den vergangenen Jahrzehnten von der Entwicklungspolitik zahlreich hervorgebracht wurden. Aus den Fehlern hat die Entwicklungspolitik vorgeblich gelernt. Die Industriestaaten haben eingesehen, dass der Modernisierungsansatz – der eine Nachahmung seitens der ‚unterentwickelten’ Gesellschaften mit dem Ziel der Entwicklung vom Traditionellen zum Modernen vorsieht – weder von Erfolg gekrönt ist, noch einen respektvollen Umgang mit nichtwestlichen Kulturen impliziert. Der Ansatz des Helfens ist dem der Zusammenarbeit gewichen. ‚Entwickelte’ Länder nehmen in dieser Beziehung die Geberrolle, die Entwicklungsländer die Nehmerrolle ein. Der Paradigmenwechsel lässt sich am Vokabular ablesen. Heute spricht man politisch korrekt von Entwicklungszusammenarbeit und entsprechend des Themengebietes von Medienentwicklungszusammenarbeit. Verpönt erscheint für viele Akteure der Begriff ‚Dritte Welt’. „An seine Stelle ist der Begriff ‚Eine Welt’ getreten. Im Gegensatz zu ‚Dritte Welt’ konnotiert ‚Eine Welt’ ein integratives Verständnis von Politik und drückt einen Bewusstseinswandel aus. Die internationale Entwicklungszusammenarbeit sieht die Möglichkeit, qua Informations- und Kommunikationstechnologien die ‚Eine Welt’ zu einer Gesellschaft zu vereinen, nämlich zu der ‚globalen Informationsgesellschaft’. Auf dem UN Weltgipfel zur Informationsgesellschaft wurde in Genf (2003) und Tunis (2005) in einem politischen Rahmenwerk die Vernetzung der Welt festgelegt mit der Begründung, dass allen Menschen der Zugang zu Informationen und Wissen gewährt werden sollte (vgl. Kap. 4.1). Darüber hinaus intendiert die Entwicklungszusammenarbeit, den Kampf gegen Hunger und Armut mit dem Einsatz von Informations- und Kommunikationstechnologien zu unterstützen. Die Idee von der vereinenden Informationsgesellschaft präsentiert sich demokratisierend und ethisch korrekt. Eine kritische Betrachtung erweckt jedoch den Verdacht einer Wiederbelebung der Idee qua Leitbild eines westlichen Ethnozentrismus, die Entwicklungszusammenarbeit bei der Implementierung einer globalen [...]
