In the past two decades, many have posited a correlation between the spread of globalization and the decline of the nation-state. In the realm of national security, advocates of the globalization thesis have argued that states' power has diminished relative to transnational governmental institutions, NGOs, and transnational capitalism. Initially, they pointed to declines in both global military spending (which has risen dramatically in recent years) and interstate war. But are these trends really indicative of the decline of nation-state's role as a guarantor of national security? In Globalization and the National Security State, T.V. Paul and Norrin M. Ripsman test the proposition against the available evidence and find that the globalization school has largely gotten it wrong. The decline in interstate warfare can largely be attributed to the end of the Cold War, not globalization. Moreover, great powers (the US, China, and Russia) continue to pursue traditional nation-state strategies. Regional security arrangements like the EU and ASEAN have not achieved much, and weak states--the ones most impacted by the turmoil generated by globalization--are far more traditional in their approaches to national security, preferring to rely on their own resources rather than those of regional and transnational institutions. This is a bold argument, and Paul and Ripsman amass a considerable amount of evidence for their claims. It cuts against a major movement in international relations scholarship, and is sure to generate controversy.

Provides an examination of the relationship between the core capitalist countries and the rest of the world in the age of neoliberal globalization. Deploying a Marxist methodology, Smith begins by tracing the production of certain iconic commodities--the T-shirt, the cup of coffee, and the iPhone--and demonstrates how these generate enormous outflows of money from the countries of the Global South to transnational corporations headquartered in the core capitalist nations of the Global North. From there, Smith draws on his empirical findings to theorize the current shape of imperialism. He argues that the core capitalist countries need no longer rely on military force and colonialism (although these still occur) but increasingly are able to extract profits from workers in the Global South through market mechanisms and, by aggressively favoring places with lower wages, the phenomenon of labor arbitrage. --From publisher description.

Since its emergence in 1998, the concept of Network Centric Warfare (NCW) has become a central driver behind America’s military ‘transformation’ and seems to offer the possibility of true integration between multinational military formations. Even though NCW, or variations on its themes, has been adopted by most armed services, it is a concept in operational and doctrinal development. It is shaping not only how militaries operate, but, just as importantly, what they are operating with, and potentially altering the strategic landscape. This paper examines how the current military dominance of the US over every other state means that only it has the capacity to sustain military activity on a global scale and that other states participating in US-led coalitions must be prepared to work in an ‘interoperable’ fashion. It explores the application of computer networks to military operations in conjunction with the need to secure a network’s information and to assure that it accurately represents situational reality. Drawing on an examination of how networks affected naval operations in the Persian Gulf during 2002 and 2003 as conducted by America’s Australian and Canadian coalition partners, the paper warns that in seeking allies with the requisite technological capabilities, but also those that it can trust with its information resources, the US may be heading towards a very secure digital trap.
