In this book the author seeks to rebut the somewhat fatalistic argument that socio-economic prosperity in the cities can only be achieved by the application of global market-led policies. He argues that urban society and policy makers do have sufficient freedom of action to make local decisions on the economic and social development of deprived neighbourhoods. Drawing on evidence from six major European cities, he demonstrates that their 'Integrated Area Development' strategies, which rely on grassroots democracy and the empowerment of local communities, can deliver a social, economic, and cultural renaissance which meets the needs of the local population more effectively than the market-forces creed.

Annotation This volume is one in a series initiated by the United Nations University Institute of Advanced Studies on the inter-relationship between globalisation and urban transformation. It identifies and describes the inter- and intra-urban transformations of Central and Eastern European cities and considers their pre-1945 historic legacies, the socialist period, and their contemporary transition towards market oriented and democratic systems. The dramatic changes since 1989 including the collapse of Communist ideology, the break-up of the Soviet Union, Czechoslovakia and Yugoslavia, the end of the Cold War and the impact of globalisation and European integration, have reconfigured this region and affected their re-integration into European and global networks. This book first examines the similarities and differences between significant Central and Eastern European cities, comparing the differing patterns of historical context and socialist legacies before 1990, and the impacts of internal and external forces on re-shaping these cities and their paths of transformation since 1990. It also examines the role of contemporary planning within the overall development of Central and Eastern European cities. The conclusion demonstrates the similarities and differences between Central and Eastern European cities and their re-integration into global networks.

This book explores the dynamics that have accompanied the implementation of large-scale Urban Development Projects (UDPs) in nine European cities within the European Union (EU). It contributes to the analysis of the relationship between urban restructuring and social exclusion/integration in the context of the emergence of the European-wide 'new' regimes of urban governance. These regimes reflect the reawakening of neo-liberal policy and the rise of a New Urban Policy favouring private investments and deregulation of property and labour markets. The selected UDPs further reflect global pressures and changing systems of local, regional, and/or national regulation and governance. These projects, while being decidedly local, capture global trends and new national and local policies as they are expressed in particular institutional forms and strategic practices. The large scale urban interventions were deliberately chosen as reflections of a particular hegemonic and dominant expression of urban policy, as pursued during the 1990s. The book provides a panoramic view of urban change in some of Europe's greatest cities. The nine case-studies include: The Europeanization of Brussels, The Guggenheim museum in Bilbao, the new financial district in Dublin, the science-university-technology complex 'Adlershof' in Berlin, the 1998 World Expo in Lisbon, Athens's bid to stage the Olympic Games, Vienna's Donau City, Copenhagen's Oresund project, and Naples' new business district. These case-studies testify to the unshakable belief the city elites hold in the healing effects that the production of new urban mega-projects and -events has on their city's vitality and development potential. The book also analyses the down side of this development in terms of social exclusion, the formation of new urban elites, and the consolidation of less democratic forms of urban governance. The principal aim is to show how the production of these new urban spaces is actually also part of the production of a new polity, a new economy, and new forms of living urban life that are not very promising for a socially harmonious and just future for metropolitan urban Europe.

This book was written with the aim of showing that even in the era of globalization developments appearing in cities are not subject to almost unconditional global forces. The demographic pressure caused by migration offers a considerable challenge for urban centers today. Does globalization menace our cities? Are cities able to exercise democratic rule and strategic choice when international competition increasingly limits the importance of place? Cities in the International Marketplace looks at the political responses of ten cities in North America and Western Europe as they grappled with the forces of global restructuring during the past thirty years. H. V. Savitch and Paul Kantor conclude that cities do have choices in city building and that they behave strategically in the international marketplace. Rather than treating cities through case studies, this book undertakes rigorous systematic comparison. In doing so it provides an innovative theory that explains how city governments bargain in the capital investment process to assert their influence. The authors examine the role of economic conditions and intergovernmental politics as well as local democratic institutions and cultural values. In the past twenty years, globalization has rendered many economic and social urban functions obsolete. Large cities face a form of implosion, which necessitates a rethinking of both contents and containers. This book will mainly concentrate on the latter aspect. Thus, the need to replace old functions with new ones is clear, especially within complex urban areas where the connections between public and private assets are strongest. In this context, new forms of urban models, Public Private Partnerships, tools and "drivers" – various decision makers who have to operate within complex urban areas – have to be considered. Hence, the creation or destruction of values depends on how new functions replace old ones. This also explains new and important forms of competitive advantage, among large globalized cities. This book presents a model of complex urban interventions. Based on a literature review, the model integrates different forms of Public Private Partnerships (PPPs), new tools and instruments associated with governance (issues/challenges), and new profiles of public drivers. By analyzing a number of European urban centers, this book illustrates the implementation of the general model in specific case studies and, furthermore, shows the essential differences between post-socialist and Western cities.
