Persistent rumour has it that globalization is doing serious damage to the nation-state at the present historical juncture. Dramatic versions of the narrative even insist that the challenge of globalisation to the nation-state is so serious that this pivotal "unit" of the international "system" is in danger of disappearing. In this book, Ulf Hedetoft focusses attention on this Global-National nexus in some of its many differing manifestations, offering both theoretical, historical and analytical thoughts and perspectives on a problem which increasingly dominates academic and public debates. He argues that it makes sense to talk about a Global Turn in international studies, a change which might be as profound and consequential as the well-known Linguistic Turn in the study of society and politics. This does not mean that globalization, spearheaded by the USA, is ousting the nation-state from the global scene. In fact, the global order needs nation-states, although their position will be radically different and their sovereignty - except for a few cases - without much substance. Populist and romantic nationalism notwithstanding, there is no going back to an earlier and more virginal state of national political or cultural history. In this sense globalization is not irreversible. Whether we like it or not, the Global Turn is here for good. Ulf Hedetoft is Professor of International Studies at Aalborg University.

Is the end of the nation-state approaching, now that the international economy takes less and less notice of borders between countries and the European Union has already acquired so much political power? What does national autonomy mean when governments delegate any number of powers to inter-national organizations? Internationalization leads to political change, and the position of the nation-state appears to be undergoing a radical process of erosion. The surprising conclusion of this book is that the political significance of the state will not be lost. The analyses show that both expansion and fragmentation of political power are characteristics of fundamental political change. While it is true that the state is delegating authority and that internationalization is limiting autonomy, the state is also finding new forms of cooperation and coordination, both nationally and internationally, to preserve and even to strengthen its power and autonomy. Contrary to widely held assumptions, the idea of a progressive weakening of the nationstate does not prove tenable.

Rather, different developments need to be taken into account when examining the situation of the nation-state. After having analyzed in the first part the way, major globalization-developments, like global capitalism, influence the nation-state, I will describe in the second and third part two other movements: internationalization and regionalization. Both are ‘labelled’ with a national/transnational ambiguity, on the one hand strengthening and on the other hand weakening the nation-state. Within the conclusion, I will then argue, that the nation-state is indeed ‘under attack’ – but not only by globalization – and that it has to cope with a changing nature and differing tasks.
