La creación de ciencia nueva en materia de ciencias sociales en especial en torno a gobernabilidad, ciudadanía y democracia participativa es aún muy incipiente. Su difícil tratamiento metodológico, ya sea cualitativo y/o cuantitativo de los temas, es multifactorial e interdisciplinar, requiriendo para su concreción la incidencia de elementos humanos, institucionales, económicos y políticos, difíciles de reunir. Esta obra pretende acercarnos a los asuntos que desde un análisis comparativo han generado una alianza estratégica entre la Universidad Autónoma de Nuevo León y la Universidad de Murcia. Este libro se caracteriza por mostrar una nueva dimensión de la investigación temática transitando de la metodología tradicional a la metodología mixta, partiendo de una exegesis que ha permitido a los coordinadores delimitar los temas de mayor impacto actual en México y España e identificar a los expertos ad hoc a estos temas. Otra de sus características es que se sustentan en programas doctorales, lo que ha permitido poder acceder a los apoyos institucionales necesarios para lograr su publicación, pero principalmente a la concreción de las investigaciones ya que algunas de ellas forman parte de tesis doctorales en proceso, identificando un problema real no argumentativo, respaldadas en una hipótesis, por lo que su comprobación se sustenta en metodología mixta, de ahí que los temas elegidos sean aún más relevantes. El texto se articula en torno a once capítulos, de los que seis proceden de México y cinco de España. En su presentación se funden y mezclan con el fin de dotar al texto de mayor riqueza y dinamismo.

Elections and Democracy addresses the contrast between two different views on representative democracy. According to the first view elections are a mechanism to hold government accountable. In the second view elections are primarily a means to ensure that citizens' views and interests are properly represented in the democratic process. The majoritarian and consensus models of democracy are the embodiment in institutional structures of these two different views of democracy. In the majoritarian view the single most important function of an election is the selection of a government. The concentration of power in the hands of an elected majority government makes it accountable to the people. In consensus models of democracy, or proportional systems, the major function of elections is to elect the members of parliament who together should be as representative as possible of the electorate as a whole. The criterion for the democratic quality of the system is how representative parliament really is. The book explores how far these different views and their embodiment in institutional structures influence vote choice, political participation and satisfaction with the functioning of democracy. The volume is based on data from the Comparative Study of Electoral Systems (CSES), a comparative study across 36 countries. The general conclusion of the book is that formal political institutions are less relevant for people's attitudes and behavior than often presumed. Rather than formal political institutions like the electoral system it seems to be characteristics of the party system like polarization and the clarity of responsibility that really matter. The Comparative Study of Electoral Systems (CSES) is a collaborative program of research among election study teams from around the world. Participating countries include a common module of survey questions in their post-election studies. The resulting data are deposited along with voting, demographic, district, and macro variables. The studies are then merged into a single, free, public dataset for use in comparative study and cross-level analysis. The set of volumes in this series is based on these CSES modules, and the volumes address the key theoretical issues and empirical debates in the study of elections and representative democracy. Some of the volumes will be organized around the theoretical issues raised by a particular module, while others will be thematic in their focus. Taken together, these volumes will provide a rigorous and ongoing contribution to understanding the expansion and consolidation of democracy in the twenty-first century. Tocqueville's view that a virtuous and viable democracy depends on robust associational life has become a cornerstone of contemporary democratic theory. Democratic theorists generally agree that issue networks, recreational associations, support circles, religious groups, unions, advocacy groups, and myriad other kinds of associations enhance democracy by cultivating citizenship, promoting public deliberation, providing voice and representation, and enabling varied forms of governance. Yet there has been little work to show how and why different kinds of association have different effects on democracy--many supportive but others minimal or even destructive. This book offers the first systematic assessment of what associations do and don't do for democracy. Mark Warren explains how and when associational life expands the domain, inclusiveness, and authenticity of democracy. He looks at which associations are most likely to foster individuals' capacities for democratic citizenship, provoke political debate, open existing institutions, guide market activities, or bring democratic decision-making to new venues. Throughout, Warren also considers the trade-offs involved, noting, for example, that organizational solidarity can dampen internal dissent and deliberation even as it enhances public deliberation. This book, with contributions from leading scholars in the field, presents a critical overview of much of the recent literature on political parties. It systematically assesses the capacity of existing concepts, typologies, and methodological approaches to deal with contemporary parties. It critically analyses the 'decline of parties' literature both from a conceptual perspective and - with regard to antiparty attitudes among citizens - on the basis of empirical analyses of survey data. It systematically re-examines the underpinnings of rational-choice analyses of electoral competition, as well as the misapplication of standard party models as the 'catch-all party.' Several chapters reexamine existing models of parties and party typologies, particularly with regard to the capacity of commonly used concepts to capture the wide variation among parties that exist in old and new democracies today, and with regard to their ability to deal adequately with the new challenges that parties are facing in rapidly changing political, social and technological environments. In particular, two detailed case studies demonstrate how party models are significant not only as frameworks for scholarly research, but also insofar as they can affect party performance. Other chapters also examine in detail how corruption and party patronage have contributed to party decline, as well as the public attitudes towards parties in several countries. In the aggregate, the various contributions to this volume reject the notion that a 'decline of party' has progressed to such an extent as to threaten the survival of parties as the crucial intermediary actors in modern democracies. The contributing authors argue, however, that parties are facing a new set of sometimes demanding challenges. Not only have parties differed significantly in their ability to successfully meet these challenges, but the core concepts, typologies, party chdels and methodological approaches that have guided research in this area over the past 40 years have met with only mixed success in adequately capturing these recent developments and serving as fruitful frameworks for analysis.
