El curso Seguridad, territorio, población, impartido por Michel Foucault en el Collège de France entre enero y abril de 1978, marca un giro en el desarrollo de sus investigaciones. Partiendo del problema del «biopoder», introducido en la conclusión del curso de 1976 Hay que defender la sociedad, se propone estudiar la puesta en marcha, en el siglo XVIII, de esta nueva tecnología del poder, diferente de los mecanismos disciplinarios, cuyo objeto es la población. Tecnología de seguridad, a la postre, indisociable del liberalismo como racionalidad gubernamental, fundamentada sobre el principio del laissez faire. Este análisis hace emerger la importancia de la noción del gobierno. Es por esto por lo que Foucault eligió, a partir de la cuarta lección, resituar la problemática en el marco de una historia de la gobernanza. Desde ese momento ya no trata más la historia de los dispositivos de seguridad, que pasa de manera provisional a un segundo plano, y sí, en cambio, la genealogía del Estado moderno a través de los procedimientos utilizados en Occidente para asegurar el gobierno de los hombres. Por tanto, son dos los momentos esenciales aquí estudiados: la invención por el cristianismo de un nuevo tipo de poder, ajeno a la tradición grecorromana, que tiene la responsabilidad de conducir a los hombres individualmente hacia su bienestar. y, después, la formación de una gobernanza política en los siglos XVI y XVIII que inscribe la conducta de los individuos en el ejercicio del poder soberano. Del pastorado cristiano al gobierno según la razón de Estado, ésta es la doble cara, individualizante y totalizante, de la racionalidad política de la que procede el Estado moderno. A partir de ahí, es posible –éste será el objeto del curso siguiente El nacimiento de la biopolítica– analizar el estatus de la libertad en el seno de la gobernanza liberal nacida en el siglo XVIII.

Our focus on youth migration aims to unfold the theoretical and political constraints at play for these young migrants as they defy borders and national boundaries on their northbound journey. By placing the emphasis on young persons, this volume seeks to ponder on the challenges their movement is positing to governments and societies of the countries they are crossing by or settling in. Our goal is to go outside the perspectives constructed from a labor, adult-centered, breadwinner and family-head perspective. We recognize that the conditions that force them to flee uncertain economic conditions or to seek personal security may intersect, but by focusing on young migrants as actors in search of a decent and fair life, as well as on the hopes and resilience that every young person has, the point of view diverges.
