La aprobación del Acuerdo de París en diciembre de 2015 conformó un nuevo régimen global en materia de cambio climático. Asimismo, los países de América Latina y el Caribe también participan y adhieren a otros procesos en materia de sostenibilidad ambiental, entre los cuales se encuentran el desarrollo nacional de la Agenda 2030 y el Principio 10 / Acuerdo de Escazú. Estos tres instrumentos, entre otros, reconocen la importancia de un relacionamiento efectivo con la Sociedad Civil para el mejor avance e implementación de los compromisos y objetivos de sostenibilidad ambiental. El Grupo BID, además de aportar su conocimiento en la materia, sumó su experiencia técnica entorno a la participación ciudadana, realizando un diagnóstico regional en Argentina, Chile, Colombia, Costa Rica, Perú, México y Jamaica desde la perspectiva de las buenas prácticas empleadas por los gobiernos para el avance de sus compromisos ambientales con la inclusión de la Sociedad Civil. El diagnóstico da un marco metodológico que permite identificar, sistematizar y analizar buenas prácticas en materia de participación ciudadana para el avance de las agendas climáticas y de sostenibilidad ambiental de los gobiernos. Está estructurado en 3 capítulos: (i) un marco conceptual orientador sobre la metodología, que incluye definiciones relevantes para el análisis de buenas prácticas de relacionamiento; (ii) una selección de buenas prácticas de relacionamiento en la agenda climática y de sostenibilidad ambiental para cada uno de los siete países estudiados, susceptibles de ser replicadas en otros países; (iii) un análisis comparado, con recomendaciones y hojas de ruta basadas en los hallazgos del diagnóstico.

Tocqueville's view that a virtuous and viable democracy depends on robust associational life has become a cornerstone of contemporary democratic theory. Democratic theorists generally agree that issue networks, recreational associations, support circles, religious groups, unions, advocacy groups, and myriad other kinds of associations enhance democracy by cultivating citizenship, promoting public deliberation, providing voice and representation, and enabling varied forms of governance. Yet there has been little work to show how and why different kinds of association have different effects on democracy--many supportive but others minimal or even destructive. This book offers the first systematic assessment of what associations do and don't do for democracy. Mark Warren explains how and when associational life expands the domain, inclusiveness, and authenticity of democracy. He looks at which associations are most likely to foster individuals' capacities for democratic citizenship, provoke political debate, open existing institutions, guide market activities, or bring democratic decision-making to new venues. Throughout, Warren also considers the trade-offs involved, noting, for example, that organizational solidarity can dampen internal dissent and deliberation even as it enhances public deliberation. Blending political and social theory with an eye to social science, Democracy and Association will draw social scientists with interests in democracy, political philosophers, students of public policy, as well as the many activists who fortify the varied landscape we call civil society. As an original analysis of which associational soils yield vigorous democracies, the book will have a major impact on democratic theory and empirical research.

Results-based management (RBM) is a public management strategy that involves decision making based on reliable information regarding the effects of governmental actions on society. It has been adopted in various developed countries as a way of improving efficiency and effectiveness in public policy. In Latin American and Caribbean (LAC) countries, governments and public managers show increasing interest in this management strategy. Given the relative novelty of RBM in the region, however, there is scant literature on the subject. This book is intended to fill this gap in two ways. First, it seeks to describe some of the basic RBM concepts and adapt them according to regional characteristics. Second, it presents an assessment, based on studies carried out in 25 countries, of the challenges facing LAC countries and their capacity to implement results-based public management.
