What is “soft power”? How can a country acquire and enjoy it? Is it the product of public or private initiatives? How significant is “soft power” in world affairs? The concept of “soft power,” the idea that international success depends not just upon weaponry, force, and military coercion, but also on admiration and respect for a country’s culture and way of life, is winning ever-greater global attention. As China enjoys ever-increasing heft on the global scene, many Chinese officials seek to emulate the past success of the United States in dominating the world, not simply militarily, but in terms of influence and prestige. Most are very conscious that “soft power” can be extremely valuable in terms of supplementing and boosting their country’s military and strategic position, but are often uncertain as to how to deploy the instruments of propaganda and cultural diplomacy most effectively. The essays in this volume, largely written by scholars based in mainland China, represent an extended effort to debate and assess the theoretical concept of “soft power” and just what it means and how it works in practice. The authors focus upon the practical impact and implications of “soft power” in diverse settings and situations in the United States past and present. How, they ask, does “soft power” relate to issues of religion, gender, race, and social equality, at home and abroad? What do American elections and political rhetoric do for American “soft power”? China and the United States, two massive economic and military powers, cannot avoid engaging with each other. Enjoying what is often termed “the most important bilateral relationship in the world”, the two sometimes cooperate, but often compete, as their interests come into conflict. The immediate post-World War II era was undeniably a period of American power and influence. Even during the Cold War, the United States was the leader of the West, exerting wide-ranging power internationally. But beginning with the Vietnam War, America began experiencing a series of setbacks and challenges to its power. The Post-Heroic Presidency: Leveraged Leadership in an Age of Limits examines how U.S. presidents have attempted to reverse or contend with this new era of limited power in which presidential leadership is hamstrung due to an increasingly globalized and interdependent world—one where power is more diffuse and the system of checks and balances bind a president in an age of hyper-partisanship. The book examines presidents of the 20th and 21st centuries, explaining how the first U.S. president to confront this new age was Richard Nixon, who—along with Henry Kissinger—developed a sophisticated approach to deal with the recalibration of American power. It documents how other recent presidents have either tried to make peace with limited power (Jimmy Carter), reverse the decline (Ronald Reagan), ignore the implications of limits (George W. Bush), or find ways to lead that were less ambitious, more prudent, and less unilateral (George H.W. Bush, Bill Clinton, and Barack Obama). In the cases of Clinton and Obama, this shift to using "soft power," persuasion, and multilateralism earned them criticism that they are "weak," thereby undermining their efforts to lead—both at home and abroad.
