Le constat sur l'organisation et le fonctionnement des trois universités gabonaises (Université Omar Bongo, Université des Sciences et Techniques de Masuku, Université des Sciences de la Santé) appelle une réflexion profonde sur la place de l'université dans le processus de développement national. L'élaboration de cette réflexion a commencé avec les travaux de recherches doctorales des auteurs, menés en France et au Canada. Ils font état d'une gouvernance qui présente un écart entre les référentiels et les pratiques en cours impliquant à la fois les acteurs internes des universités (les étudiants, les enseignants-chercheurs, les administrations) et plusieurs autres services de l'Etat. Cela se traduit par une crise d'identité et une crise des ressources davantage exacerbées par des contraintes structurelles, matérielles et par le déficit de communication, ou mieux encore par le manque de régulation des instances de la gouvernance de ces organisations universitaires. Un panorama critique qui souligne tout le fossé qui existe entre ce que l'université se donne comme objectifs et ce qu'elle réalise au quotidien. Et lorsque l'on sait la concurrence que se mènent les établissements d'enseignement supérieur à l'international et ce qu'ils impliquent en termes de développement, de rayonnement et d'attractivité, on ne peut pas douter du caractère volontariste de cet essai.
