Energy spurs social and economic development and has multiple effects on the ecological and social environment of societies. Energy access for socially equitable development, energy security for economic growth, and the mitigation of climate change all represent issues of sustainable development. Energy markets, however, fail to set incentives right. Based on research in five sustainable energy-related global policy networks and on conducted expert interviews, this study analyzes the effectiveness of global policy networks and aims to identify instruments of effective global environmental governance. In conclusion, the study will draft a strategy for network governance how to reconcile long-term and short-term interests by creating integrative sustainable business opportunities. This strategy has to foster collaboration in partnerships and self-organizing dynamics among the network partners.

Global policy making is unfurling in distinctive ways above traditional nation-state policy processes. New practices of transnational administration are emerging inside international organizations but also alongside the trans-governmental networks of regulators and inside global public private partnerships. Mainstream policy and public administration studies have tended to analyse the capacity of public sector hierarchies to globalize national policies. By contrast, this Handbook investigates new public spaces of transnational policy-making, the design and delivery of global public goods and services, and the interdependent roles of transnational administrators who move between business bodies, government agencies, international organizations, and professional associations. This Handbook is novel in taking the concepts and theories of public administration and policy studies to get inside the black box of global governance. Transnational administration is a multi-actor and multi-scalar endeavour having manifestations, depending on the policy issue or problems, at the local, urban, sub-regional, sub-national, regional, national, supranational, supra-regional, transnational, international, and global scales. These scales of 'local' and 'global' are not neatly bounded and nested spaces but are articulated together in complex patterns of policy activity. These transnational patterns represent a reinvigoration of public administration and policy studies as the Handbook authors advance their analysis beyond the methodological nationalism of the nation-state.

This book is the first of its kind to paint a comprehensive picture of the manner in which the European Union (the EU) interacts with transnational policy networks (TPNs). The TPNs covered are those in a variety of fields including: conflict-prone natural resources, health, energy security, migration, human trafficking, combating of terrorism financing and climate change. The chapters are developed around six main lines of inquiry. The lines of inquiry articulated are: modalities through which the EU influences TPNs around the world, TPNs’ influence of policy and decision-making within the EU, conditions under which engagement between the TPNs and the EU may be regarded as successful, the identity and location of the TPNs and finally the added value or futility of a strategy developed in Brussels to weaken or fortify interactions with the networks studied.
