Spätestens seit dem Einzug der Grünen-Partei in den Bundestag zu Beginn der 1980er Jahre, aber auch schon vorher, angeregt durch Initiativbewegungen, sind Probleme nachhaltiger Entwicklung und Ressourcenmanagement im öffentlichen Raum und werden diskutiert. Stärker noch als andere Problemfelder bzw. Objekte politischen Handelns, lassen sich Fragen von Umweltschutz und natürlichen Ressourcen immer weniger in staatlichen Grenzen denken und lösen. Nicht nur diese Problematik Umwelt, sondern auch viele andere Prozesse sind Gegenstand von grundsätzlichen Veränderungen politischer Steuerung. Dabei wurde in den letzten Jahren vor allem ein Begriff in den Sozialwissenschaften immer häufiger gebraucht. Es ist der Begriff Governance. Es soll in dieser Arbeit ganz allgemein um den Begriff gehen, was er bedeutet und wo er seinen Ursprung hat? Was ist mit ihm in Sozialwissenschaften und speziell in der Politikwissenschaft als analytisches Konzept gemeint? Das sind eher grundsätzliche und begriffsklärende Fragen, die viele andere Aspekte die Governance tangiert, nur unzureichend berücksichtigen wird. Im Mittelpunkt soll hier vor allem stehen, was an dem Konzept neu ist oder neu sein könnte. Im ersten Teil will ich zunächst klären, warum es den Begriff der Governance gibt und ob er womöglich nur ein neuer Begriff für ein altes Phänomen ist. In der Folge soll, so konkret wie möglich, gezeigt werden, was den Begriff Governance ausmacht. An welche konzeptionellen Traditionen knüpft er an? Was macht die neue Realität aus, die er zu erfassen versucht? Um diesen Teil abzuschließen, will ich mithilfe Artur Benz’1 einen Begriffskern charakterisieren und auf verschiedene Governance-Perspektiven verweisen. Renate Mayntz2 fragt in ihrem Aufsatz danach, ob Governance womöglich nur eine Fortentwicklung der Steuerungsstrategie ist. Dies soll im dritten Abschnitt geklärt werden. Governance discourse centers on an “ideal type” of modern statehood that exhibits full internal and external sovereignty and a legitimate monopoly on the use of force. Yet modern statehood is an anomaly, both historically and within the contemporary international system, while the condition of “limited statehood,” wherein countries lack the capacity to implement central decisions and monopolize force, is the norm. Limited statehood, argue the authors in this provocative collection, is in fact a fundamental form of governance, immune to the forces of economic and political modernization. Challenging common assumptions about sovereign states and the evolution of modern statehood, particularly the dominant paradigms supported by international relations theorists, development agencies, and international organizations, this volume explores strategies for effective and legitimate governance within a framework of weak and ineffective state institutions. Approaching the problem from the perspectives of political science, history, and law, contributors explore the factors that contribute to successful governance under conditions of limited statehood. These include the involvement of nonstate actors and nonhierarchical modes of political influence. Empirical chapters analyze security governance by nonstate actors, the contribution of public-private partnerships to promote the United Nations Millennium Goals, the role of business in environmental governance, and the problems of Western state-building efforts, among other issues. Global Governance from Regional Perspectives argues that the academic debate on global governance has neglected the combination of power with value constellations/culture. Both input and output legitimacy, for instance, or the exercise of control and influence are inextricably related to culture, worldviews, and values. The book questions theoretically the Western hegemonic and hence 'invisible' definition of governance and related concepts, as well as the Western hegemony over global governance institutions. It looks from the ground up whether, and how, alternative practices, institutions/networks, and concepts/norms of global governance are emerging in relation to emerging powers and regional integration systems. Global Governance from Regional Perspectives starts with a critical reading of global governance from multi-disciplinary views and engages with two important and under-studied aspects, notably how global governance can be measured and what lies behind such measurements, and questions the democratic deficit of global governance. The book provides a series of regional and country perspectives on global governance which engage with a specific example of an institution, process, or issue that is used to highlight why and how the western hegemonic views and practices of global governance are (or not) contested. The book offers a mapping of global governance phenomena in different regions of the world and a critical readings of those. As such this volume is different from all international relations or political science collections on global governance and also opens up a new field of study that has been hitherto neglected in sociological or cultural studies.
